The New Hanover County Board of Health met on Wednesday, April 6, 1983
at the New Hanover County Health Department.

Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called
for corrections to the March 2, 1983 regular meeting and the March 9 and
March 23, 1983 special meetings. Mr. Whaley moved the minutes to all three
meetings be approved. Mr. Grathwol seconded the motion and it carried unani-
mously.

Septic Tank/Wells Committee Report:

Well Ordinance: A draft of the proposed well ordinance was presented by Mr.
Grathwol. Members of the Board made a few suggested changes which will be
incorporated into the ordinance by the committee. One public hearing will be
held before adoption of the ordinance by the Board of Health.
Septic Tank Ordinance: Mr. Grathwol told the Board that the committee would
like to cover the following items that are not covered in the State Ordinance:
Fees, Licensing, Alternative Systems, Multiple Hook-up, Staking of Property,
Easements - open and underground pipes, Right of Condemnation, Lift Pumps and
Pumping Chambers. He told the Board that we could rewrite the State Ordinance
to include these or we could amend the State Ordinance under G.S. 130:17 (b).
During the discussion it was pointed out that if we totally rewrite and adopt
our own ordinance, the State will not help with local problems, but if we amend
the ordinance then the State will still be liable for their ordinance and will
furnish help to the County. The general feeling of the Board is that we should
stay under the State Appeals Procedure. Mr. Pope will research all suggestions
and advise the Board of his findings.
Mr. Grathwol also told the Board that a bill is now in legislation to allow fees
to be charged.
Dr. Eakins commended Mr. Grathwol on his work on these Ordinances, and on his
knowledge of the subjects.

Horne Health Advisory Committee Report: Dr. Phillip Smith, Chairman of the
Horne Health Advisory Board had written a letter giving a statement that was

adopted by the Advisory Board as a recommendation to the Board of Health. The
statement is as follows:

The New Hanover County Health Department Home Health Advisory
Board recommends that the Home Health Agency continue to
operate and remain committed to provide home health services
to residents of New Hanover County as a viable option for
institutional care for persons with acute and long term
illnesses. The co-existence of two home health agencies in
the County is to the betterment of professional services, and
assures quality in-home care regardless of patient's ability
to pay.

Dr. Eakins moved that the Board adopt the report from Dr. Smith with appreciation
of the work involved. Mr. Whaley seconded the motion and it carried unanimously.
Search Committee: Mr. Durham appointed the following Committee as a Search
Committee in finding a new Director for the department. The Committee is as
follows: Mr. Durham, Chairman, Dr. Eakins, Mr. Bagley, Mr. strickland and
Felix Cooper, County Manager. This Committee will screen applicants - then the
entire Board of Health will give final approval of the Director.
New Board Member: Mr. Blake told the Board that a new member had been appointed
to fill the vacancy on the Board. The new member is Mrs. Jean Credle, R. N.
Drainage: Dr. Eakins reported that not much progress has been made by the
Drainage Committee which was appointed by the Commissioners some time ago. Dr.
Eakins moved that the Health Department initiate a Drainage Program to take care
of some of the Drainage problems in the County and that the Board establish a
Committee to work out a plan and develop a yearly budget. Mr. Grathwol seconded
the motion. After discussion a vote was taken and the motion was unanimously
approved.

Dr. Eakins seconded the motion and the meeting was adjourned at 9:13 A. M.
