05/04/1983 00944 The New Hanover County Board of Health met on Wednesday, May 4, 1983 at the New Hanover County Health Department. Members Present: - Carl Durham, Chairman Larry Neal, D.D.S., Vice Chairman Ted Bagley Donald Blake Jean Credle James Strickland Hobart Whaley Members Absent: J. William Eakins, M. D. William Grathwol Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called for corrections to the April 6, 1983 minutes. Mr. Whaley moved the minutes be approved. Mr. Strickland seconded the motion and it carried unanimously. Oath of office was administered to Mrs. Jean Credle, new member of the Board of Health. Mr. Durham welcomed Mrs. Credle on behalf of the Board. Staff Reports: "-0,.--- Susan O'Brien told the Board that the North Carolina Public Health Association has requested that the 1984 Annual Meeting be held in Wilmington. The Executive Committee has requested a letter of endorsement from the Board of Health before announcing their decision. Mr. Durham read a letter of endorsement to the Board and asked for recommendations. Mr. Whaley moved the letter of endorsement be adopted and given to the Executive Committee. Mr. Bagley seconded the motion and it carried unanimously. Sharon Mault reported on the Public Health Week exhibit that the Department had placed in Center Court at Independence Mall during the week of April 17 - 23, 1983. She also had snapshots of displays and activities during the week on display. Well Ordinance: In the absence of Mr. Grathwol, Chairman of the Well and Septic Tank Ordinance Committee, Mike Rhodes reported that a public hearing on the Well Ordinance was held on April 28, 1983 and was well attended with good input from the public. The Committee will meet again to consider suggestions made to them and will have one more public hearing before bringing the Ordinance to the Board for adoption. ...... Septic Tank Ordinance: Mr. Pope told the Board that after studying the Ordinance and charging of fees he recommends that the Board adopt by reference the State Septic Tank Ordinance and then adopt more stringent rules and regulations and rules and regulations governing the issuance of permits and charging of fees as an amendment to the State Ordinance. He also suggested appeals be handled locally according to G.S. 130-166.70 (c) (d). He will give his recommendations to Mr. Grathwol, Chairman of the Committee. 00945 Drainage Committee: Dr. Eakins sent a written report to the meeting regarding the 1st meeting of the Drainage Committee on April 26, 1983. He stated that the committee is considering a five year plan and will establish a mechanism by initiating funding for Drainage for this year. The Committee will meet every two weeks. The first task will be to gather information. Plans for this coming fiscal year will be for cleaning existing ditches. ~ - The Ad Hoc Committee appointed for Drainage is Dr. Eakins, Chairman; Nolan O'Neal, County Commissioner; Mike Rhodes, Health Department; Michael Washing- ton, Soil Conservation Service; Ken Silliman, County Attorney's Office; and Wyatt Blanchard, County Engineer. Search Committee: Mr. Durham reported that the Search Committee for the Health Director has had one meeting - nineteen applications have been received to date. The cut-off date for applications is May 15, 1983. There being no further business, Mr. Whaley moved the meeting adjourn.
