The New Hanover County Board of Health met on Wednesday, June 1, 1983 at the
New Hanover County Health Department.

Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called
for corrections to the May 4, 1983 minutes. Dr. Neal moved the minutes be
approved. Mr. Strickland seconded the motion and it carried unanimously.
Well Ordinance: Copies of the proposed Ordinance had been mailed to members
of the Board. Since some changes were made after the last public hearing,
Mr. Grathwol told the Board there will be another public hearing during the
month of June.

Drainage Committee Report: Dr. Eakins reported that the Drainage Committee
meets every other Thursday at 3:30 P. M. at the Health Department. The Committee
feels that the County needs a ten year Drainage Plan and since we do not have
the expertise needed for this study that we possibly need to consider hiring a
consultant to draw up a plan and coordinate it with the City's ten year plan.
He said the Committee is exploring availability of grant funds for such a study.
He said the Committee has identified sixteen areas in the County with big drain-
age problems. The main emphasis on a short range plan is cleaning of existing
ditches.
Search Committee Report: Mr. Durham reported that the Committee has received
applications from twenty-six qualified applicants and that they have selected
five of these for interview.
Budget Status: Mr. Durham reported that he and Dr. Neal would attend a budget
hearing with the County Commissioners on June 6, 1983.

Septic Tank Ordinance: There was a general discussion of the septic tank ordi-
nance and just what we are operating under. It was determined that we have adopted
the State's new Septic Tank Ordinance and that we are enforcing several local amend-
ments which are still in effect. It is the general feeling of the Board that we
should adopt amendments that will cover several items not covered by the State
Ordinance, but stay in a situation that would cause the State to remain a part of
the appeals procedure. Mr. Pope, Mr. Grathwol and Mike Rhodes, Director of Environ-
mental Health, will give a report on the status of the Septic Tank Ordinance at the
July meeting.
There being no further business, Mr. Grathwol moved the meeting adjourn. Mr.
