04/04/1984 BOH Minutes OOSNZ " ..... The New Hanover County Board of Health met on Wednesday, April 4, 1984 at the New Hanover County Health Department. Members Present: - Larry Neal, D.D.S., Chairman Jean Credle, V. Chairman Donald Blake Carl Durham William Grathwol Charles Hicks, M. D. Harley Phillips, D.M.V. Arnold Sobol, O.D. James Strickland Hobart whaley Members Absent: Ted Bag ley Others Present: Robert S. Parker, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Dr. Neal, Chairman, called the meeting called for corrections to the March Grathwol moved the minutes be approved. motion and it carried unanimously. to order at 8:00 A. M. 14, 1984 minutes. Mrs. Credle seconded and Mr. the Department Focals .......... Bobby Waters, Public Health Investigator and member of the Emergency Preparedness Committee, showed a film entitled "The Five Days of Betsy". The film pointed out what can happen during a Hurricane and the importance of being prepared. Michael Rhodes, Di rector of Envi ronmental Health, gave a report on the Food Handlers Schools the Environmental Health Division provides for restaurant employees. He asked the Board to take a test which is administered to each person attending the school. Results will be given to Board Members at a later date. Personnel Committee Report: Dr. Neal, Chairman of the Personnel Commi t tee, told the Board that he was proud to give such a good report on the Health Director's evaluation. He reported that the marks given by members of the Board were "Outstanding" and "Fully Satisfactory". Mr. Durham moved that Mr. Parker be given a 5% meri t raise. The motion was seconded by Dr. Hicks and carried unanimously. ......... Budget Committee Report: Mr. Parker distributed sheets that he had prepared showing cuts made by the County Manager in the prelimi nary budget hearing. Mr. Durham moved that the Board adopt the budget as amended by the County Manager for the 1984-85 fiscal year. Dr. Hicks seconded the motion. Mr. Parker was asked for his feeli ngs about the cuts and replied that he was disappointed that the two new requested positions were cut. After further discussion a vote was taken on the motion and it carried unanimously. 00981 Homemaker/Home Health Grant - Community Health Assistant Position: Mr. Parker told the Board that the Department had been awarded a Homemaker/Home Health Grant which would fund a Community Health Assistant position to serve as a Homemaker in the homes of our patients. The total grant amount is $12,767. The County would need to furnish a matching in-kind of $1,419. Dr. Hicks moved that the Grant and position be accepted and forwarded to the Commissioners for approval. Mr. Whaley seconded the motion and it carried unanimously. .... - Growth in Home Health Program: Mr. Parker gave a report on the growth df the Home Health Program. Nursing visits had increased from 333 in March of 1983 to 490 in March of 1984, an increase of 157 visits. Mr. Parker requested that the Board approve an additional Public Health Nurse I position for the Home Health Program. Mr. Blake moved that the Board approve a PHN I position for the Home Health Program. Mr. Durham seconded the motion and it carried unanimouSly. The request will be sent to the Commissioners for their approval. Public Health Week: Mr. Parker told the Board that the week of April 8 - 14 is set aside as Public Health Week for the State. He reported that an open house would be held at the Health Department in the near future. Jobs Bill Project: Mr. Parker reported to the Board that the Health Department has been notified that the Jobs Bill Money is depleted. Mrs. Marian Duggins, Nursing Director, reported on this project at the March 14, 1984 meeting. ~ - Board of Health's Long Range Plan: Mr. Parker told the Board that the Management Team had studied the Long Range Plan and that each one had agreed to take the responsibil i ty of one of the items on the plan to see that it is carried out. Responsibilities accepted are as follows: 1. City Council Meetings Attendance - Ron Currie 2. Spring picnic - Bobby Waters, David McDaniel 3. Visits to Areas of Responsibility - Marian Duggins 4. Employee Recognition Program - Susan O'Brien 5. Open House - Sharon Mault 6. Check List of Ordinances - Michael Rhodes 7. Effectiveness of Communication Within Health Department _ Dianne Gatewood 8. Monitor Progress of Long Range Plan - Robert S. Parker, Mabel Price Health Fair: Mr. Parker reported that approximately 300 people attended the Health Fair which was held on March 31, 1984. .... - 009B4 ~ . Lease with Hospital Approved by Commissioners: Mr. Parker reported that the County Commissioners had approved the lease with New Hanover Memorial Hospi tal for space at the Intern Apartments to be used as an office for our Home Health Program. The Hospital will begin the renovations shortly. .......
