The New Hanover County Board of Health met on Wednesday, September
5, 1984 at the New Hanover County Health Department.

Dr. Neal, Chairman, called the meeting to order at 8:00 A. M. and
called for corrections to the August 1, 1984 minutes. Mr. Durham
moved the minutes be approved. Mr. Whaley seconded the motion and
it carried unanimously.
r- Introduction of New Staff Members

Mr. Parker introduced the following new staff members to the
Board:
Ann Reardon, PHN, Home Health
Margaret O'Conner, Shelter Attendant, Animal Control
Frances Dingler, Clerk Typist, Personal Health
Doris Holland, Clerk Typist, Personal Health
Dr. Neal also introduced Dr. Frank Reynolds, the new Medical
Consultant for the Health Department.

Susan 0 I Brien gave a brief summary of the program and arrangements
for the North Carolina Public Health Association meeting to be
held at the Hilton September 19, 20 and 21.
Re ulations Governin of Tern Food and Drink
Stands at Pu 1C Fest1va s 1n New Hanover County: Due to the fact
that the law requires that an Ordinance be posted ten (10) days
prior to adoption, the above ordinance was brought back to the
Board to be officially adopted. Mr. Whaley moved that the
ordinance be adopted. Mrs. Credle seconded the motion. During
the discussion which followed a deletion was made to the proposed
regulations concerning frequency of operation. Mr. Grathwol made
'-- a substi tute motion includi ng the new wording. This substi tute
motion was seconded by Mrs. Credle and carried unanimously. A
copy of this ordinance is attached to these minutes.

Schluter Property Administrative Hearing: Michael Rhodes
announced that the hearing on the Schluter Property will be held
at 1:00 P. M. on September 6, 1984. The problems and concerns of -
the Schluter's are given in the August 1, 1984 minutes.

Interaction Situations Between Board Members and Health Department
Staff: Marian Duggins, Staff member assigned to this portion of
the Long Range Plan of the Board of Health, encouraged the Board
of Health members to spend time wi th members of the staff and let
the staff share what they are doing and their concerns with them.
Health Department Space: Lynda Smith, Assistant Health Director,
shared plans with the Board that were drawn up by Boney Archi tects
for additional space to house the Home Health Program. This
addi tion to the present building would be pa id for by the Home
Health Program.
Proposed "Application for position on Medical Staff": An
application form to be used for physicians applying to staff
cli nics in the Department was presented to the Board. Mr. Parker
and Dr. Reynolds recommended approval of the application form.
Dr. Hicks moved the application form be approved subject to review
by our legal staff. Mr. Grathwol seconded the motion and it
carried unanimously.
New positions for Home Health: Mr. Parker requested approval for
an additional Public Health Nurse I and a Community Health
Technician for the Home Health Program. Mr. Durham moved the
positions be approved. Mrs. Credle seconded the motion and it
carried unanimously. Members of the Board requested an update on
the Home Health Program. Mr. Parker told the Board that it is
also time for a program review by the County Commissioners and
that he would be happy to give both the Board and the County
Commissioners a review of the program.
