James Strickland Hobart Whaley Dr. Maurice Wilson Members Absent: Donald Blake Arnold Sobol, O.D. Others Present: Robert Pope, County Attorney Robert S. M. 3, 1984 minutes. Mr. Durham seconded and Mr. the '" - Super Staffer: Betty Jo McCorkle, Public Health Nurse, was recognized as Super Staffer for the quarter. Betty Jo is Program Coordinator for the Perinatal Program. She was recognized for the excellent job she is doing in the Perinatal Program and for going beyond the call of duty in her work with the Department. ....... Department Focal: Sheriff Joe McQueen, Captain Spell and Linda wicks presented information regarding the Jail Health Program and told the Board that they are working toward Jail Health Care Accreditation. A copy of the Agreement between The Sheriff's Department and the Heal th Department had been ma iled to the Board Members. Dr. Neal moved that the Agreement with the Ja il be approved. Mr. Durham seconded the motion and it carried unanimously. Seat Belt Promotion Program: Bill Hunter, with the Seat Belt Promotion Program for the State was present for this meeting. He has been working with High School Students in several cities. He explained the program to the members of the Board and offered assistance if we wished to start such a program. Oath of Office administered to Dr. Mabel Price. Dr. Maurice Wilson: Oath of Office was Maurice Wilson, new Board of Health member, by ...... DIDlI Emergency Preparedness Committee Report: Mr. Whaley reported that the Committee had prepared a list of responsibilities of the Health Department for all types of emergencies. A copy of this was sent to members of the Board. After review and changi ng of "melt down" to "radiation release warning", Mr. Whaley moved the plan be adopted. Dr. Wilson seconded the motion and it carried unanimously. - - Education Committee: The Education Committee had met and formulated an Orientation Program for Board of Health Members. This program was presented to the Board. Mrs. Credle moved the program be adopted. Mr. Durham seconded the motion and it carried unanimously. Fee Policy Resolution: Dr. Neal and Mr. Parker recommended that the resolution presented at the October meeting be withdrawn and that each change in the policy be brought to the Board until such time the Board deemed it a burden. Research on Health Department X-Rays: Lynda Smith had done an extensive study on number of X-rays done by the Health Department, number of patients able to pay, reasons for X-rays being requested and number of X-rays, other than chest. After she presented her f indi ngs to the Board Dr. Hicks moved that we not contract wi th a radiologist to read X-rays but that if X-rays, other than chest are made, these X-rays be sent by the patient to the doctor requesting the X-ray. Motion was seconded by Mr. Durham and carried unanimously. ~ - Appointment of Nominating Committee: following Board Members to serve on Carl Durham, Chairman; Dr. Charles Hicks Dr. Neal appointed the the Nominating Committee: and Jim Strickland. Home Health - Brunswick and Pender Counties: Mr. Parker reported that the Pender County Board of Health has asked the New Hanover County Health Department to assist them with their Home Health Program on a temporary bas is, unt il they can get the ir program back into operation. Mr. Parker told the Board that some discussion had taken place with the Brunswick County Health Director about New Hanover County Health Department also helping out in Brunswick County. Mr. Parker said he would prefer that the Brunswick County Board of Health make a request for our assistance before providing Home Health Care in Brunswick County. Mr. Ed Harris of Comprehensive Health and his attorney, William Harper, were present for the meeting and opposed New Hanover County Health Department Home Health Agency going into either of these counties. .... Motion was seconded Durham Health Health by Dr. - OIOJtJ , ~ --- Further discussion followed and Dr. Wilson offered a substitute motion that the matter be referred back to the Staff to work out detailed information and bring recommendations back to the Board. Mr. Strickland seconded the motion. Dr. Neal called for a vote. The Substitute motion was defeated. Dr. Neal then called for a vote on the original motion. The Original motion carried. Capital Improvements Committee: The Capital Improvements Committee, appointed after the October Board of Health meeting is as follows: Carl Durham, Jean Credle, Dr. Maurice Wilson. This Committee will meet with Mr. Felix Cooper, County Manager, regarding future needs for the Department. New Staff Member: Mr. Parker introduced our new staff member, Brenda Parrish, Clerk Typist with the Personal Health Division.
