07/10/1985 BOH Minutes ~ (-- The New Hanover County Board of Health met on Wednesday, July 10, 1985, at the New Hanover County Health Department Members Present: Jean Credle, Chairman Carl Durham William Grathwol, V. Chairman Charles Hicks, M.D. Harley Phillips, D.V.M. Irvin Roseman, D.D.S. Arnold Sobol, O.D. James Strickland Hobart Whaley Members Absent: Nolan O'Neal Dr. Maurice Wilson Others Present: Robert S. Animal Control Fees: Dr. Roseman moved the following fee schedule be adopted for citations: ..... OFFENSE - No Valid Rabies Vaccination No Current County Tag Purchased $ 25.00 $ 25.00 Second Violation of Section 3.9 $ 25.00 (Dogs Running at Large) Within One Year More Than Two Violations of Section 3.9 Within One Year $ 50.00 $ 25.00 Confinement Violations All Other Offenses (Interference, Keeping Strays, and Public Nuisance) $ 25.00 Dr. Roseman moved that the Citation Fee Schedule be adopted with the addition of the following stipulation: "When a dog without a valid rabies vaccination has been picked up and the owner comes to cla im the dog, owner will be issued a citation which will be held by Animal Control for three days. If ....... the owner presents proof of vaccination within three days the c i ta t ion will be vo ided . " Mr. Durham seconded the mot ion and it carried unanimously. ~ During the discussion which followed, it was determined that a citation will also be issued if a dog is found that does not have a Rabies vaccination during a house to house check. The owner will be issued a citation which will be voided if proof of vaccination is furnished within three days. Question was raised about dogs without rabies vaccination that are adopted. The new owner will furnish proof of vaccination within three days. If proof is not furnished, Animal Control Officer will follow up with new owner. Mr. Grathwol moved that the Animal Control Advisory Committee look into some method for vaccinations to be required before County tag is issued. Dr. Sobol seconded the motion and it carried unanimously. Revised Family Planning Fee Scale: A Revised Fee Scale for Family Planning from the Division of Health Services was presented to the Board. Dr. Roseman moved the new fee scale be adopted. Mr. Whaley seconded the motion and it carried unanimously. - 7 Training Needs for Board' s of Health: Emily Rivenbark, Training Coordinator from AHEC was present for the meeting. Ms. Rivenbark had sent out questionnaires to Board of Health Members in five counties in the area (Pender, Duplin, Columbus, Brunswick and New Hanover) to determine training needs for Board's of Health. Training sessions will be held at AHEC. Board Members will be notified of these sessions after final plans are made. Comments Mr. Parker gave an update on General Assembly Actions for the Year. A letter of resignation was pesented to the Board from Dr. Wilson. Dr. Wilson will be moving to the Raleigh-Durham area. Mr. Parker announced that the Home Health Division had outgrown the buildi ng at the hospital and will soon be moving to the Glen Meade Shopping Center in the McDowell Music Store space. This can be achieved by means of flagging or use of natural boundaries such as, natural water ways or established roads. All boundary points shall be identifiable. 3. At this meeting the best use of the evaluated areas will be discussed in relation to individual on-site se',/age disposal systems. Changes may be made in the plan at this time, if needed. 8. After the evaluation and meeting concet"ning the property is complete, the sanitarian shall write up a detailed report of the property in relation to all factors that would affect the proper functioning of on-site sewage disposal systems. A copy of thp report may go to the developer if requested. 9. All reports shall be reviewed by the Director of Environmental Health before leaving the office. 10.
