03/05/1986 BOH Minutes ......., The New Hanover County Board of Health met on Wednesday, March 5, 1986, at the New Hanover County Health Department. -'"~ Members Present: Jean Credle, Chairman Donald Blake Carl Durham Charles Hicks, M.D. Julius Howard Nolan O'Neal Harley Phillips, D.V.M. Irvin Roseman, D.D.S. Arnold Sobol, O.D. Jim Strickland Members Absent: Robert Henry Others Present: Robert S. Mr. Sobol seconded the Department Focal: Marian Duggins, Captain Robert Spell and Sheriff Joe McQueen told the Board about the present services of the Jail Medical Program. They informed them of the possible impact the opening of the new Jail facilities might have on the Medical Services provided to the inmates of the jail by the Health Department. Budget Committee Report: Don Blake, Chairman of the Budget Committee and Lynda Smith presented the highlights of the FY 1986-87 budget. Mr. Blake explained that the budget procedure will be different this year in that it will go to County Manager Felix Cooper before it is presented to the Board. The Board discussed asking for a PHN I for the Jail but a decision was not reached on whether or not the Jailor the Health Department should ask for the position. The entire budget will be presented to the Board at the April meeting. Personnel Committee Report: Dr. Roseman, Chairman of the Personnel Committee presented the results of the Evaluation by the Board of Health on Health Director Robert S. Parker. He read a report commending Mr. Parker on the excellent job he has done and requesting a 7~% increase for him effective July 1, 1986. (A copy of the report is attached as part of these minutes). Dr. Roseman moved the report be accepted and the raise of 7~% be recommended. Mr. Durham seconded the motion and it carried unanimously. /'.'" 1:.... Teen Services Committee: The commi ttee had met with Dr. Richard Flynn, Superintendent of Schools, regarding an outreach clinic for teens in the schools. Dr. Flynn saw no problem wi th the Health Department using space in the schools for a Health Department clinic. If there is no objections from the School Board, the clinics will be implemented in the Spring of 1986. The clinics will be for screening, referral and counseling on health matters for teens. - - Acting Health Director Resolution Withdrawn: Jean Credle thanked Lynda Smith for the excellent job she did while Mr. Parker was in the hospital. Mrs. Credle asked for a motion to withdraw the Acting Health Director resolution which was adopted in February making Ms. Smith Acing Director. Mr. Howard moved the motion be wi thdrawn. Dr. Hicks seconded the motion and it carried unanimously. Increase in Physician Fees: A study was done of the surrounding counties and several larger counties to see what they are currently paying their clinicians. This study was done because some of the local physicians had inquired about an increase in their fee. After comparison and discussion, Dr. Roseman moved that we increase our fee from $45 per hour to $50 per hour with mileage to be paid at the regular county rate. Mr. O'Neal seconded the motion and it carried unanimously. Rates will be effective July 1, 1986. New Interpretation of Animal Control Law: Ron Currie explained ~ the new interpretation of the law as given by the County Attorney, Bob Pope. "The law clearly authorizes an animal control officer .....i to pursue an "uncontrolled" dog as defined in the Animal Control Ordinance". "Even if the officer does not observe the violation, upon receipt of a complaint that a dog is running at large or is off the premises of its owner and not under control of a competent person, he may investigate the complaint and if he finds there is probably cause that a violation occurred, he may issue a ci tat ion or take other appropriate action". N. C. Boards of Health Association Request: Committee of the N. C. Boards of Health Association $150.00 from each Health Department for the current cost of stationery, mailing, etc. This is a one since the Association will be funded by dues in the Durham moved the money be sent to the Committee. seconded the motion and it carried unanimously. New Employees: Mr. Parker introduced the following new employees: Mary Bell, Nutritionist, WIC Ruth Rothlinger - X-ray Technician Joette Hendrix - Health Opportunities Coordinator Becky Ellis - Laboratory Technician Letter re Oldest Board of Health in N. C.: Mr. Parker called attention to a letter received from the N. C. Department of Cultural Resources acknowledging that the New Hanover County Board of Health was organized in June, 1879 and was the first in North Carolina. Continuing Education for Board of Health announced a continuing education session for April 8, 1986, from 6:00 P.M. to 10:00 P.M. session is "Adolescent Pregnancy Problems". Members: Mr. Parker Boards of Health on The topic for the video Tape - Civil Liability: Boards advised the Board that a v1deo tape Institute of Government, UNC Chapel Hill AHEC Library. of Health: Mr. Parker by Michael Smith, J.D., is now available from the 1984 Data re County Support of Public Health: attention to a report which was enclosed in which showed County funding for public health. Mr. Parker called the Board Packets New Hanover County Board of Health Wins Award: Mr. Parker called attention to a letter and nomination that was enclosed in the Board Packet. The letter was to Jean Credle, Chairperson, New Hanover County Board of Health, informing her that the New Hanover County Board of Health had been chosen to receive the "Outstanding Public Health Achievement Award" that will be given out on April 11, 1986 by the Public Health Week Committee. Mr. Parker congratulated the Board on being chosen. Blood Pressure Screening Program: Mr. Parker reported that Dr. Flynn had given the Health Department the "go ahead" on the Blood Pressure Screening Program in Junior High Schools. This program was discussed in the February meeting during the Department Focal. There being no further business, Mr. Howard moved the meeting be adjourned.
