04/02/1986 BOH Minutes - <:''] The New Hanover County Board of Health met on Wednesday, April 2, 1986, at the New Hanover County Health Department. "'__.4 Members Present: Jean Credle, Chairman Donald Blake Carl Durham Julius Howard Nolan O'Neal Harley Phillips, D.V.M. Irvin Roseman, D.D.S. Arnold Sobol, O.D. Members Absent: Robert Henry Charles Hicks, M.D. Jim Strickland Others Present: Robert S. Parker, Secretary to the Board Mabel Price, Recording Secretary At 8:00 A.M. the Staff of the Health Department gave a Breakfast Reception honoring the Board of Health for being selected as W1nner of the "Outstanding Public Health Achievement Award" for Publ ic Health Week and in appreciation for the Board's support of the Health Department and its staff. . . At 8:30 A. M. the Board convened in the Board Room and Mrs. Credle called the meeting to order. She called for corrections to the March 5, 1986 minutes. Mr. Durham moved the minutes be approved. Dr. Sobol seconded the motion and it carried unanimously. Super Staff Award: Mrs. Credle introduced Julia Starn, Public Health Nursing Supervisor in Home Health and congratulated her on be ing chosen as Super Staff Award winner. Mrs. Credle read the letter which nominated Julia for the award. The letter pointed out many of her outstanding accomplishments during the past six months. Budget Committee Re~ort: Mr. Durham reported that the Budget Commi tte met and rev1ewed the budget and the proposed cuts by the County Manager. He reported that a compromise was reached between the Commi ttee and the County Manager. Mr. Durham recommended the budget be adopted and submitted to the County Commissioners. Mr. Howard seconded the motion and it carried unanimously. Deliver~ Funds - Financial Eligibility: Policy or Special Uses of Delivery Funds was presented to the Board for approval. Mr. Durham moved the policy be accepted. motion and it carried unanimously. (A attached as a part of these minutes). A Financial Eligibility - 150% Federal Poverty, After some discuss ion, Mr. Howard seconded the copy of the policy is _....~ &,d -- Dental Health Goal Statement: The following goal presented by the Dental Division of the Health adoption by the Board: statement Department was for """ - "The New Hanover County Dental Program will promote, protect and assure dental health among the citizens of New Hanover County. This will be accomplished by means of primary care, education and preventive dental services." Dr. Roseman moved the goal statement be adopted. seconded by Dr. Sobol and carried unanimously. Motion was Environmental Health Goal Statement: The following goal statement was presented by the Environmental Health Division of the Health Department for adoption by the Board: "The Environmental Health Section of the New Hanover Health Department will carry out all Environmental Health Laws and Rules set forth by the North Carolina Legislature, the Commission for Health Services and the New Hanover County Board of Health. The Section will assist all citizens of New Hanover County with requests for services in a professional manner as set forth by the North Carolina Sanitarian Code of Ethics. It is the goal of the Environmental Health Section to protect the environment of New Hanover County by enforcing the above mentioned laws and rules and by acting to protect the environment whenever possible." .... - Mr. Howard moved the Board adopt this goal statement. Dr. Phillips seconded the motion and it carried unanimously. Public Health Week: Sharon Mault asked Board of Health members to volunteer for appearances on TV and Radio Talk Shows during Public Health Week. She asked that Board Members please contact her if they were willing to be on a show. She also told the Board that she had mailed suggested bulletin inserts on Public Health Week to all churches in the county. publ ic Health Week is April 14 - 18, 1986. New Staff Member: Mr. Parker introduced new staff member Jane Musser, Public Health Nurse with Home Health. Dave McDaniel, Public Health Dentist, Public Health Dentist from Lumberton, a few days observing the dental Department. introduced Dr. N. C. Dr. Moore operation in Carl Moore, is spending the Health Comments: Mr. Parker announced that the Eastern District NCPHA Annual """ Meeting will be held in Wilmington on May 14, 15 and 16, 1986. He asked that if any Board Member would like to register to attend or - to go to the banquet to please let him know. - ,(") ---..... Mr. Parker reminded the Board of the Continuing Education Session for Boards of Health on April 8, 1986. This session is on Teen Pregnancy. Mr. Parker called attention to a listing of Establishments which was included in the Board Packet. New Food WIC Funding: Mr. Parker told the Board that he had just received word that the allocation for the WIC Program has increased for the FY 86-87. This has happened because of the increase in the case load. He pointed out that this increased case load has increased need for staff in the WIC Department and asked the Board to approve a Nutritionist I, full-time and a Clerk Typist III, ~ time. He pointed out that no county funds are involved in this budget. After discussion Mr. O'Neal moved the positions be approved and passed on to the Commi ss ioners for approval. Dr. Sobol seconded the motion and it carried unanimously. XOHTII ('AI<OI.IXA ~tol401 TELEPIIO"'}O~ 70:!-H5u3 We, the Personnel Committee of The New Hanover County Board of Health, after reviewing the accomplishments over the past year of Mr. Bob Parker, submitted to us by Board of Health members, recommend a 7.5% merit raise for him, to be effective July 1, 1986. Evaluations returned to us from Board of Health members revealed a performance rating of mainly l's and some 2's. The l's represent outstanding performance and 2's represent absolmte satisfactory performance. The impressionable individual evaluations made by Board Members will justify our recommendation. To follow are additional explicit performance areas where we feel Bob, as our local Health Director has excelled. First of all, we would like to recognize the award presented to us by the Eastern District North Carolina Public Health Association at their Annual Meeting in the Spring of 1985. We feel certain that our department would not have been honored with the "Outstanding Public Health Department Award," had it not been for Bobs leadership. Secondly, we feel that the accomplishments of the staff here at the New Hanover County Health Department have been acknowledged to a great extent because of the leadership, encouragement and style of management Bob exhibits as our Health Director. During the past year several employees have been recognized by state and local associations and groups for outstanding work in public health. Recently we were notified that the New Hanover County Board of Health had been selected to receive the "Outstanding Public Health AChievement Award" being presented by the Public Health Week Committee. This is the first time that this award has ever been presented in North Carolina, and we are receiving it. We would like to acknowledge Mr. Bob Parker, the person who nominated us for this award. Through his nomination, his support and hard work he has helped us abundantly to be recognized by the Public Health Week Committee for the accomplishments we have achieved. For many years Bob has supported Public Health working in leadership positions and on committees in State organizations. Through these years he has proved himself to his peers and has been recognized for his leadership abilities by being elected and serving as president of both the North Carolina Association for Home Care for 1985-86 and as President of the Eastern District North Carolina Public Health Association for 1985-86. Testimony of his public health leadership abilities in the State is evident by his election to these two posts. In ~- addition to accomplishments and recognition in State organizations, he was also nominated to serve on the National Association for Home Care Board this past year. Though not elected, his nomination was certainly an honor bestowed on him and upon us. .... Last year he served on the Board of North Carolina Local Health Director's Association and was re-elected to serve again in 1986. As a member of that Association he chaired the Education Committee which was responsible for hhe major lobbying effort in the Legislature to secure more funds for Teenage Pregnancy Prevention and Teenage Maternal Care. It was Bob and several other Health Directors in the State who were directly responsible for securing an additional $7,000,000 Statewide for this purpose. Last year Bob also served as Chairman of the Governmental Affairs Committee of the North Carolina Association for Home Care. It was this committee that also lobbied in the Legislature for additional funds for indigent patients in Home Health. This effort was successful in securing an additional $375.000 in funds to help provide care fot the indigent population. Finally, during the past two and one-half years he has been our Health Director we have been impressed with his leadership of the Public Health Department. A department that is providing quality public health services to our community, and continues to grow as the demands for public health services increase. We pride ourselves on having an excellent relationship with the County Commissioners ans County Administration. We feel that the department has a superior reputation throughout the State for its committment to serving the public health. For all the above reasons we feel that Bob has excelled in his position as Health Director in New Hanover County and deserves recognition for his accomplishments.
