10/01/1986 BOH Minutes ~~ The New Hanover County Board of Health met on Wednesday, October 1, 1986, at the New Hanover County Health Department. Members Present: .....,.-- Jean Credle, Chairperson Carl Durham Julius Howard Harley Ph illips Sheram Robinson Arnold Sobol, O.D. Jim Strickland Members Absent: Donald Blake Nolan O'Neal Peter Pappas, M.D. Irvin Roseman, D.D.S. Others Present: Robert S. M. of September 3, 1986. Dr. Sobol seconded the and called Mr. Howard motion and a.._ Association of N. C. Boards of Health: Carl Durham, recently elected Chalrman of the AsSOclatlon of N. C. Boards of Health, gave a report on the progress of the Association. He stated that approximately 50% of the Boards of Health in North Carolina have joined and paid their annual dues. Mr. Durham reported that at their first meeting 150 to 200 people were registered and attended the meeting. Mr. Durham thanked the New Hanover County Board of Health for their support of the Association. NCPHA Annual Meeting - Awards & Honors: Mr. Parker recogn ized the following staff who won awards and honors: ..."..... Dorian Dixon Special Achievement Award from Environmental Protection Agency Dianne Harvell - Special Achievement Award from Environmental Protection Agency Marian Duggins - vice president, MCH Section of NCPHA Michael Rhodes - Appointed as Health Driector in Brunswick County Chairman, Adult Health Promotion Section of NCPHA Carl Durham - Chairman, Association of N. C. Boards of Health Susan O'Brien - President Elect of NCPHA Chairman, Laboratory Section, NCPHA Lynda Smith - Secretary-Treasurer of Public Health Management Section of NCPHA Michael Rhodes - Certificate of Merit from National Environmental Health Association Marian Duggins - Margaret B. Dolan Award, given by Nursing Section of NCPHA 64 Betsy Summey announced the following award: Dr. Frank Reynolds - outstanding Achievement Award, given by the Maternal and Child Health section of NCPHA ... - Lynda Smith announced the following awards: Sharon Mault _ outstanding Employee Achievement Award, given by the Adult Health promotion Section of NCPHA Robert S. parker Citation of Merit Award given by NCPHA Emergency Emergency Emergency preparedness Committee: Mr. preparedness Committee had met policy to the Board of Health. She also reported that the Certificate of Need application has been prepared and is being mailed today to the cardinal Health Agency. Change in Membership of the Home Health Advisory Commi ttee: Mr. parker told the Board that it is di ff icult to get a quorum present for a Home Health Advisory Committee meeting. The members who were present at the September meeting suggested that the Board of Health, along wi th any present members of the commi ttee who wish to continue, serve as the new Home Health Advisory Committee. Mr. Durham moved that the Board of Health accept these duties. Dr. Sobol seconded the motion and it carried unanimously. The Commi t tee will meet quarterly, to be scheduled after a Board of Health meeting. ... - United Way Campaign: Mr. parker invited members of the Board to contrIbute through the Health Department if not already giving through a group. continuing Education for Boards of Health: Mr. parker announced the Continuing Education Program scheduled for November 3, 1986 on "sewage Disposal, An Environmental Health Issue". Mr. parker asked for names of those planning to attend so that registration fees could be mailed. Mr. Durham will make sure the County Commissioners know about the meeting. spay/Neuter Displays at Independence Mall: Mr. parker told the Board that the AnImal Control staff and Animal Control Advisory Board had recently put on a display at Independence Mall to get information about the Spay/Neuter program to the public. New Staff: WIC. Mr. parker introduced Lanetta Fennell, new Clerk in - - (',~ ..." ." Accidents in Front of Health Department: Mr. parker told the Board that three Health Department employees had been involved in accidents at the intersection in front of the Health Department recently. Turn-over Rate for County Departments: Mr. parker gave the Board a chart showing turn-over rates ln employment for all County Departments and also a chart showing average age of county employees by departments. There being no further business Mr. Durham moved the meeting be adjourned. Mr. strickland seconded the motion and the meeting was adjourned at 9:00 A.M.
