The New Hanover County Board of Health met on Wednesday, November
5, 1986, at the New Hanover County Health Department.

Department Focal:

Nutrition and WIC update: The Nutrition Department gave an update
on the Women, Infants and Children (WIC) program. pat Weaver,
Nutritionist, gave an overview of the program. Tabandeh Zand,
Director of the Nutrition Program, told the Board about the
changes that had been made in the program and pointed out the
priori ties of the program. Jackie Waters, Nutri tionis t, gave a
report on the General Nutrition program.
Capital Improvements Committee Report: The Capital Improvements
Committee reported that the County Commissioners, at their
November 2, 1986 meeting, approved the Architectural Contract and
Budget Amendment for Expansion to the Health Department. Building
is scheduled to begin in July, 1987.
Adult Health program Nurse: The personnel Committee of the Board
of Health requested that the Board approve a request to change the
half-time PHN I position in the Adult Health program to full-time.
After discussion a vote was taken and the recommendation from the
personnel Committee was unanimously approved. Request will be
made to the County Commissioners that this change be implemented.

Board of Health Terms End ing 12-31-86: Mr. Parker told the Board
that Dr. peter Pappas and Sheram Robinson were filling unexpired
terms which would end on December 31, 1986 and that Dr. Harley
Phillips and Dr. Arnold Sobol have both completed one term. All
four Board Members are eligible for reappointment.

Administrative penalties for violations of Local Board of Health
Rules: Wanda Copley, ASSIstant County Attorney, told the Board
about a bill to be entitled "An Act to Give Local Health Directors
the Authority to Impose Administrative Penalties for violations of
Local Board of Health Rules". She explained that this new bill
would allow us to decide what programs to apply this to and the
penalty that would be required. She also explained that this
would only affect locally adopted ordinances. Mr. Durham moved
that the New Hanover County Board of Health go on record as
recommending the introduction and approval of this bill. Dr.
Pappas seconded the motion and it carried unanimously.
Comments:
Halloween Pumpkin Contest: Mr. Parker told the
Pumpkin Carving contest held among individuals
within the department. Lynda Smith had donated ten
carved. Three members of the Board were judges
second place ribbons given in two categories.

State Health Director and Assistant State Health Director to visit
Department: Mr. Parker reported that Dr. Ron Levine, State Health
Director and Margaret Woodcock, Assistant State Health Director
will visit our department on December 30, 1986 and will make home
visits with Personal Health and Home Health Nurses and go out with
a Sanitarian and an Animal Control Officer.

United wa~ Contributions: Mr. Parker reported that the department
has raIse almost S2,500 for the United Way. He thanked Board of
Health members who donated through our department.

Drinking Water Ouality in New Hanover County: Mr. Blake brought
up several questions about drinking water quality in New Hanover
County. He would like to see our Sanitarians responsible for
making sure samples are submitted on community drinking water
systems. No decisions were made but the discussion brought out
the fact that there are many state regulations and tests tied to
community water systems.
