The New Hanover County Board of Health met on Wednesday, December
3, 1986, at the New Hanover County Health Department.

Mrs. Credle called the meeting to order at 8:00 A. M. and called
for corrections to the minutes of November 5, 1986. Mr.
Strickland moved that the minutes be approved. Mr. Blake seconded
the motion and it carried unanimously.
Retirement - virginia Bellamy: Mrs. Credle congratulated virginia
Bellamy, Clerk Typist III in Personal Health, on her retirement
and presented her wi th a framed plaque and coin from the Board of
Health.
Department Focal - Food Bacteriology Update
Susan O'Brien, Laboratory Director, and Dorian Dixon, Sanitarian
for Environmental Health gave an update on the Food Bacteriology
program now in progress in New Hanover County. They reported that
reception of the program by restaurant owners and the general
public has been very good.
Capital Improvements Committee Report: Lynda Smith reported that
due to so much red tape concerning the Certificate of Need for the
Capi tal Improvements Program the or ig inal schedule will be delayed
for four months.

Michael Creed, PE, MCKim & Creed Engineers, P.A., described the
underground vault type well encasing of tanks, etc. and showed
pictures and sketches to the Board.
Dianne Harvell, Director of Environmental Health, Jim strickland,
Chairman of the Environmental Health Committee, and Robert S.
Parker, Health Director, all felt that the underground vault type
encas ing violated the ordinance as written and recommended that
the well be brought into compliance as directed by the
Environmental Health Division of the Health Department. Mr.
Howard made a motion that the Board affirm the decision by the
Environmental Health Director, Chairman of Environmental Health
Committee and Health Director. Dr. Pappas seconded the motion and

Ferret problem in New Hanover Ron Currie presented

throughout the area with wild animals as pets. A package of
information was mailed to the Board for study and discussion. Ron
advised the Board that he would present a draft for an ordinance
covering wild animals at a later date.

Election of New Chairman: Mrs. Credle asked if there were
noml.natl.ons from the floor before the slate of officers presented
by the Nominating Committee was voted on. There were no other
nominations. Dr. Roseman moved that Jim Strickland be elected as
Chairman of the New Hanover County Board of Health for 1987. Mr.
Blake seconded the motion and it carried unanimously. Dr. Roseman

Committee Interest: Mr. Parker asked members of the Board to
please let Mr. Strickland know what Committee or Committees they
would like to serve on for the year 1987.
Comments:
Stop Light: Dr. Roseman gave members of the Board a letter from
Franklin Williams explaining that the stop light for the entrance
to the Health Department has not been approved at this time.
Christmas Party: Mr. Parker reminded the Board of Health Members
of the Staff Christmas Dinner on December 18, from 12:00 Noon to
2:00 P.M. and encouraged each one to attend.
Administrative Penalties: Mr. Parker reported that the County
Commissioners had approved the Administrative penalties and had
forwarded them to the Association of County Commissioners.
Visit by State Health Director and Assistant: Mr. Parker reported
that Dr. Ron Levine, State Health Director, and Margaret Woodcock,
Assistant State Health Director, will be at the Health Department
on December 30, 1986 and will make visits with the nurses,
sanitarians and animal control officers.
National Home Care Week: Mr. Parker reported on act ivi ties that
occurred during National Home Care Week November 30 through
December 6. Home Health staff made TV and Radio appearances and a
reception was held at the Home Health Office.
Booker T. Washington Signatures Found in Health De~artment: Mr.
Parker reported that he had found some letters In old Health
Department correspondence signed by Booker T. Washington. He told
the Board that he is having them framed and will hang them in the
department.
Communicable Disease Map of Wilmington - 1911: Mr. Parker asked
the Board to notice the map hanging Just outside the door to his
office pointing out communicable diseases in Wilmington in 1911.
Christmas - Dress a Doll Contest: Lynda Smi th showed the Board
the dolls that were winners in the Dress a Doll Contest.
Blood Mobile: Mr. Parker announced that the BlOOd Mobile would be
at Grace Methodist Church on Friday for County Employees donating
blood and the Board was invited to also donate.
