D. Sheram Robinson Arnold Sobol, O.D. Jim Strickland Members Absent: Harley Phillips Irvin Roseman, D.D.S. Others Present: Robert S. Parker, Secretary to the Board Mabel Price, Recording Secretary Mrs. Credle called the meeting to order for corrections to the minutes of July 9, Mr. Blake moved the minutes be approved. motion and it carried unanimously. at 8 :00 A.M. and called 1986 and August 6, 1986. Mr. Howard seconded the Department Focal: ..... ,", Rowena Sewell, Coordinator for the Community Alternatives Program with Home Health, presented a very informative program on services provided for the elderly, di sabled adults. She presented a film showing actual home visits by Jerri King, Home Health Nurse, and Jim Montsinger, Social Worker with the Department of Social Services, to three patients. Guidelines for this program were distributed to members of the Board. Emergency Preparedness Committee Report: that the Emergency Preparedness Commlttee following the Board of Health meeting. Emergency Preparedness Plan has been distributed to key people. Mr. Howard announced would meet immediately A rough draft of the completed and is being Capi tal Improvements Commi ttee Report: Mr. Durham told the Board that final plans have been received from Synthesis Architect. He asked again if Board of Health members feel good about the plans. Members agreed that at the present time and under present circumstances the final plan which has been presented is best. Animal Control Goal Statement: Ron Currie presented the following Goal Statement for the Animal Control Division: -.,..",. "The goal of the New Hanover County Animal Control Division is to provide an environment in New Hanover County which will allow for the highest quality of life for animals and people. This will be accomplished by enforcing all state laws and county ordinances pertaining to animals, preventing outbreaks of rabies or other diseases transmitted by animals and by developing and implementing animal control programs which will benefit animals and people." 60 Mr. Howard moved that the Goal Statement be adopted. seconded the motion and it carried unanimously. Dr. pappas - Report on Animal Control Items: Ron Currie, Animal Control Director, called to the attent10n of the Board that the Animal Control laws covering rabies only cover dogs and cats. A question had come up recently concerning Ferretts and dogs that are half wolves receiving rabies vaccine. - Ron also announced that a display on the Spay-Neuter program will be set up at Independence Mallon september 26, 1986, 5:50 to 9:00 P.M. and on september 27, 1986, 10:00 A.M. to 10:00 P.M. other literature concerning Animal Control will be distributed to the public at this time. Ron reported that an Animal Control Booklet, describing the services of the Animal Control Center has been designed and printed and is being distributed for the education of the public concerning Animal Control services. Home Health Goal Statement: Karen Hogan presented the following Goal Statement for Home Health: "The goal of the New Hanover County Health Department Home Health Agency is to deliver in the most appropriate, effective and ef ficient manner, the comprehensive medical, therapeutic and supportive services needed to maintain patients in their place of residence during an acute or chronic illenss. The agency will provide education and support designed to increase the confidence and competence of the patient's primary caregivers. We will also strive to educate consumers and health and human service agency personnel regarding available resources in order to enhance total patient care at home." -- - Dr. Pappas moved the Goal Statement for Home Health be adopted. Mr. Howard seconded the motion and it carried unanimously. Comments: Mr. Parker announced that the first Annual Meeting Association of North Carolina Boards of Health will be september 16, 1986. He told the Board that Mr. Durham nominated as the first President of the Association. of the held on has been Mr. parker announced that the North Carolina public Health Association (NCPHA) would hold its Annual Meeting on september 17 19,1986 in Greensboro. He announced that Dr. Frank Reynolds will receive an award from the Maternal-Child Health section of the NCPHA for his service throughout the years. He also announced that Sharon Mault will receive an award for Outstanding Individual Achievement from the Adult Health section of the NCPHA. Mr. parker announced that the Wilmington Area Health Education Center (AHEC) will present a Continuing Education session for Boards of Health on November 3, 1986 at 6:30 P.M. at the Wilmington Hilton. Topics to be discussed will be: septic Tank Regulations, site Evaluations and Enforcement and ~ppeals. - - G1 Mr. Parker introduced new staff Nutritionist with the WIC Program. member, patricia Weaver, . .
