The New Hanover County Board of Health met on Wednesday, January
7, 1987, at the New Hanover County Health Department.

Mr. Strickland called the meeting to order at 8:00 A.M. and called
for corrections to the minutes of December 3, 1986. Dr. pappas
moved that the minutes be approved. Mrs. Credle seconded the
motion and it carried unanimously.
Mr. Strickland recognized the two members who retired from the
Board of Health at the end of December: Harley Phillips, D.V.M.
and Arnold Sobol, 0.0. Neither Dr. Phillips nor Dr. Sobol were
present to receive their plaques. Mr. Strickland presented Jean
Credle with a plaque recognizing her for the two years she served
as Chairperson of the Board and thanked her on behalf of the Board
for her service to the Department and to the community.

Ron Currie, Director of Animal Control, showed a video tape on the
activities in the Animal Control Center. The tape had been
produced by Sharon Mault, Health promotion Director, and Ron
Currie, with assistance from the Animal Control staff and Beth
panwi tz, Health Educator. After the video was presented, time was
given for questions and discussion. Ron also introduced Dr. John
Freeman, Chief of the Environmental Epidemiology Branch, Division
of Health Services and Dr. Lee Hunter, Division of Health
Services.

Ferret Problem in New Hanover County: Ron Currie talked to the
Board about the need of Regulations for New Hanover County
regulating the sale, or possession, of wild animals. Dr. John
Freeman, Division of Health Services, told the Board that North
Carolina especially has a problem wi th Ferrets and that he feels
action must be taken to forbid the possession of Ferrets. He told
of incidents where severe trauma tic injur ies had been infl icted
upon children by Ferrets. He also stated that Ferrets were an
additional Rabies vector in North Carolina.

Wanda Copley, Assistant County Attorney, was present for the
meeting. Ms. Copley will be working on the regulations draft to
be adopted by the Board. She asked if the Board wanted the
regulations to include other wild animals also.
Dr. Roseman moved that Dr. Leonard and the other Animal Control
Committee members draft regulations, including the animals that
need to be covered, and bring to the Board of Health for review.
Mrs. Credle seconded the motion and it carried unanimously.

provide recognition to volunteers to show our appreciation for
their contribution to public health in New Hanover County. It is
important for volunteers to know that they are appreicated and are
considered valuable assets to our organization. To assure that
volunteers receive the recognition that they deserve the steps
listed below will be followed:

1. Invite and recognize new volunteers at monthly staff meetings.
2. Invite and recognize new volunteers at Board of
meetings.

3. Invite volunteers to appropriate Health Department activities.
Example: Christmas Party.
4. To a volunteer that has earned 100 hours of time with the
Health Department, present during a Board of Health meeting, a
Certificate of Appreciation issued from the North Carolina
Department of Human Resources and signed by the Governor of
North Carolina.
5. To a volunteer that has earned 500 hours of time with the
Health Department, present at a Board of Health meeting, a
small plaque in recognition of their service to the Health
Department and to the citizens of New Hanover County.

Greetings from Dr. Martin Hines: Dr. Martin Hines, former Head of
the Ep1demiology Sect10n of the Division of Health Services, now a
Special Representative from the Department of Human Resources,
brought greetings from the office of the secretary of Human
Resources and the Governor.
Respite Care Re uest for Half-time practical
Nurse an er TYP1St III: Mr. par er to the Boar
that funds have been offered through the social Service Block
Grant for funds to be used for a Respite Care Program. The amount
of the grant is $10,400, local cash matching share is $1,486,
making a total of $11,886. These funds would be used for a
half-time Licensed Practical Nurse and 12.5% of a Clerk Typist III
position. After a discussion of the program, Mrs. Credle moved
the grant and program be adopted. Dr. Leonard seconded the motion
and it carried unanimously.
Community Relations Committee: Mr. Strickland appointed a new
Board of Health Committee. The purpose of this Committee is to
educate the public regarding activities of the Health Department
and to promote good relations between the Department and the
community. Mr. Strickland appointed the following committee:
Jean Credle, Chairman; Carl Durham and Sheram Robinson.

Dr. Ron Levine, State Health Director and Dr. Ann Wolfe, Chief of
Med1cal & professional Issues, Maternal and Child Health Section
visit Department: Mr. Parker told the Board that Dr. Ron LeV1ne
and Dr. Ann Wolfe visited the Department on December 30, 1986 and
went out in the field with members of the Health Department staff.
After a morning of visiting with Animal Control, Environmental,
Home Health and personal Health staff, a luncheon was held for
them at the home of the Health Director.
