02/04/1987 BOH Minutes -"'" The New Hanover County Board of Health met on Wednesday, February 4, 1987, at the New Hanover County Health Department. . . Members Present: Jim Strickland, Chairman Jean Credle, Vice Chairman Donald Blake Carl Durham Julius Howard John Leonard, D.V.M. Peter Pappas, M.D. Sheram Robinson Irvin Roseman, D.D.S. Members Absent: Michael Goins, O.D. Nolan O'Neal Others Present: Robert S. Parker, Secretary to the Board Mabel Price, Recording Secretary Mr. Strickland called the meeting to order at 8:00 A. M. and called for corrections to the minutes of January 7,1987. Mr. Durham moved that the minutes be approved. Mrs. Credle seconded the motion and it carried unanimously. Mr. Strickland recognized Annie Mae Brinson who is retiring from the Department after 19 years. On behalf of the Board of Health Mr. Strickland presented Mrs. Brinson with a framed plaque and coin and thanked her for her years of service to the Health Department and to the residents of New Hanover County. Mr. Strickland recognized our new volunteer, Grace Hendricks, who is working in the clinic area. Department Focal: Bobby Wa ters, Superv isor of the Insect and Vector Control program presented a program on "Changing Drainage" in New Hanover County. He showed slides of many of the areas in the County wi th drainage problems. He also showed the Board mosquito larva taken from standing water in the area on February 3, 1987. Community Relations Committee: Mrs. Credle told the Board that this newly formed Committee had met and planned some activities to promote the local Health Department. These plans included the followi ng: ;" .. 1. Encourage State and local officials to tour the Health Department. 2. Ask the Star News to run a nine week series in their "Ne ighbors" section. The art icles would feature nine different divisions of the Health Department. 3. Ask Board of Health members to be on Television and Radio during Public Health Week to promote Public Health. -~ '='~ Capital Improvements: Mr. Durham reported that the date beginning construction on the new addition to the building been delayed by two months. This delay is at the request of County Manager. Members who had Health Director not to Budget Committee: Mr. Blake told the Board that Manager's meeting on budgets will be held on February guidelines and information will be furnished to all Departments at this time. the 9. the Coun ty Budget Coun ty Ferrets and Other Wild Carnivores: Dr. Leonard presented the first draft of a regulation to control the sale and purchase of wild Carnivores in New Hanover County. After much discussion, Mrs. Credle moved the first draft of "Regulations for the Possession, Sale and Distribution of wild Carnivores and Other wild or Exotic Animals" be approved and that a Public Hearing on the regulations be set for February 18, 1987 at 5:30 P.M. Dr. Pappas seconded the motion. The motion carried with one "No" vote. Tuberculosis Control Money Received: Mr. Parker reported that an additional $4,290 has been rece ived from the Tuberculosis Control Branch to increase the LPN part-time position to full-time through June 30, 1987. Dr. Roseman moved the position be expanded to full time for the rest of this fiscal year. Mr. Blake seconded the motion and it carried unanimously. - - Comments: Everhart Nissan Well #1: Mr. Parker reported that discussed at a previous Board Meeting now meets Health requirements and has been approved. the well Departmen t Principles of Public Health Practice Workshop: Mr. Parker called attention to the folder on Principles of Public Health Practice Workshop which was enclosed in the Board packet. He told the Board that this workshop is for Board of Health Members as well as employees in the Department and asked Board Members to let him know if they would like to attend. Bloodmobile: Mr. Parker reported there were 24 blood donors this year from the Health Department. The Health Department staff made up 26% of County employees who donated blood. Health Opportunities Orientation Begins: Mr. Parker reported that the Health Opportunities Program for County Employees is beginning Orientation Sessions for County Employees. .. - ,...... , New Staff: Mr. Parker introduced new staff members Beth Deaton, Adult Health Nurse, and Dottie Gillis, Personal Health Clerk.
