The New Hanover Coun ty Board of Health met on Wednesday, May 6,
1987 at the New Hanover County Health Department.
Members Present:

Mr. Strickland called the meeting to order at 8:00 A.M. and called
for corrections to the minutes of March 4, 1987. One correction
was made to the minutes. On page 2, under Private Citizen - Dana
Page - Regarding Smoking in Public Places, the last sentence was
corrected to read, "Wanda Copley, Ass i stan t Coun ty At torney,
stated that regulations can be adopted but it would take a great
deal of manpower to enforce such regulations." With this
correction, Jean Credle moved the minutes be approved. Dr. Goins
seconded the motion and it carried unanimously.
Mr. Strickland recognized Jean Credle for the Woman of Achievement
Award for Community Service she received from the YWCA.
Department Focal:
Teen Guidance and Insight on Health: Beth Day gave an update on
the Teen Guidance and Insight on Health program in the high
schools in New Hanover County. After the presentation, members of
the Board commented very favorably on what is being done and
encouraged Beth to give this presentation to the Board of
Education if the opportunity is offered.
Capital Improvements Committee Report: Mr. Durham told the Board
that the Certificate of Need has been received. He reported that
County Property Maintenance will be doing the rearrangement and
remodeling that is to be done in the existing building and that
work on the new addition will begin in March, 1988.

Community Relations Committee Report: Jean Credle reported that
Public Health Week was a success. She mentioned the fact that all
Board of Heal th members were presen t for Governor Martin 's visit
and she thanked all the members who participated in TV and Radio
appearances. She also called attention to the articles on Animal
Control and Environmental Health that have been in the Neighbors
Section of the Star News and that there are four other articles
scheduled to be published. She mentioned that visits by the
Legislative members and Commissioners are still being planned.

Budqet Committee: Lynda Smith, Assistant Health Director, asked
if everyone had studied the budget and if there were any
questions. Mr. Durham moved the budget be adopted as presented.
Mr. Blake seconded the motion and it carried unanimously.

Lynda also called attention to the Monthly Budget Report which was
included in the Board of Health packet.

Swimming Pool Regulations: Motion to approve the proposed
Swimming Pool Regulations had been postponed at the April meeting
to give the Board more time to review the regulations. Ed Brooks,
Environmental Health Supervisor, was present to answer any
questions. After discussion Mr. Howard moved the Regulations be
approved. Dr. Goins seconded the motion. The motion carried with
one "no" vote.
New Hanover County Health Department Appeals Process policy and
Procedures: Mr. Durham told the Board that this policy had been
made available to the staff and that no objections had been
expressed. Mr. Durham moved the Appeals Process Pol icy and
Procedures be adopted. Mr. Robinson seconded the motion and it
carried unanimously.
Title Change for Most Recent Animal Control Regulations: Dr.
Leonard proposed that the ti tle of these regulations be changed
from, "possession, Sale and Distribution of Animals Belonging to
the Zoolog ical Order Carn ivora and Other wild or Exotic An imals
Other than the Domestic Dog and Cat Unlawful" to "Regulations for
the Possession, Sale and Distribution of Animals Belonging to the
Zoological Order Carnovra Other than the Domestic Dog and Cat and
Maintenance of Other wild or Exotic Animals." Mr. Blake moved the
new title be adopted. Dr. Goins seconded the motion and it
carried unanimously.

Association of North Carolina Boards of Health - Designated Voter:
Mr. Strickland asked for volunteers from those planning to attend
the next annual meeting of Association of North Carolina Boards of
Health. Mrs. Credle volunteered to be the designated voter for
the Board of Health. Since no one else was sure they could
attend, an alternate voter will be decided on later.
