07/01/1987 BOH Minutes ... '" ~ The New Hanover Coun ty Board of Heal th met on wednesday, July 1, 1987 at the Health Department. Members Present: Jim Strickland, Chairman Jean Credle, Vice Chairman Donald Blake Carl Durham Michael Goins, OD Julius Howard John Leonard, DVM Peter Pappas, MD Sheram Robinson Irvin A. Roseman, DDS Members Absent: Nolan O'Neal Others Present: Robert S. Parker, Secretary to the Board Mabel B. Price, Recording Secretary Mr. Strickland called the meeting to order at 8:00 A.M. and called for corrections to the minutes of June 3, 1987. Dr. Leonard moved the minutes be approved as presented. Dr. Goins seconded the motion and it carried unanimously. Department Focal: Children's Special Health Services: Cynthia R. Johnson, PHN, presented an overview of the Children's Special Health Services (CSHS) formerly known as the Crippled Children's Program. This program was presented to give the Board information on services available to children in our community. Collection of Dogs and Cats Director of Animal Control, Control Ordinance concerning resale. After discussion and following was presented to the for Resale Prohibited: Ron Curr ie, presented an addition to the Animal collection of dogs and cats for some rewording of the addition, the Board to be voted on: "It shall be unlawful for any person to collect any dog or cat within the county for the purpose of resale. This shall include, but is not limited to, home solicitations and the setting of traps on any land within the county for the purpose of reselling these animals.1I Mr. Durham moved the Board recommend this change Control Ordinance to the County Commissioners. seconded the motion and it carried unanimously. in the Dr. An imal Leonard "'f'I A,~ Fee Policy for Kindergarten Nursing Director, told the entering kindergarten must proposal for consideration by Health Assessments: Marian Duggins, Board that beginning in 1988 children have a physical assessment. The the Board is as follows: IIIIlI - Kindergarten assessments be provided by the New Hanover County Health Department - at no cost to children meeting eligibility criteria for indigency - at no cost to children meeting eligibility for Medicaid and - at cost according to Fee Plan approved by the Board of Health. (Fee Plan will utilize Family Planning Fee Scale to determine eligibility and fee for service.) Dr. Pappas moved the Fee Policy Assessments as outlined above be adopted. motion and it carried unanimously. for Kindergarten Heal th Mr. Durham seconded the Continuing Education for Board of Health Members: Emily Rivenbark, from the Area Health Education Center spoke to the Board regarding plans for several meetings she is planning for Board of Health members. She asked for input from Board Members. Annual Meeting for Former Board of Health Members Discussed: Mr. Strickland asked members of the Board for their opinions on having an annual meeting for former Board of Health members like the one held in 1986. In general Board of Health members felt this should be an annual event. Several former Board members had also requested that an annual meeting be held. Mr. Str ickland appointed Dr. Al Roseman as Chairman of Arrangements for this year's meeting. .... - Photo of Governor Jim Martin and Jim Strickland: Mrs. Credle presented Mr. Strickland a framed photo of Governor Martin and himsel f. The picture was made while the Governor was here for Public Health Week. Health Director's Comments: AIDS Task Force Being Formed: Mr. Parker told the Board that the Health Department is taking the lead in forming a Southeastern North Carolina AIDS Task Force to address education and health issues concerning AIDS. The first meeting will be held on July 27, 1987 at 7:00 P.M. at the Health Department. Update on Legislative Bills: Mr. Parker gave a brief update on Bills now pending in the North Carolina General Assembly. Reports on Aedes Albopictus Mosquito: Bobby Wa ters reported that he has identified the Adese Albapectus Mosquito in our area. This mosqui to carries Dengue Fever, often called "Break Bone Fever".
