11/04/1987 BOH Minutes .... ......... The New Hanover County Board of Health met on Wednesday, November 4, 1987, at the Health Department. Members Present: Jim Strickland, Chairman Jean Credle, Vice Chairman Donald Blake Michael Goins, OD Julius Howard John Leonard, DVM Nolan 0 I Neal Peter Pappas, MD Sheram Robinson Irvin A. Roseman, DDS Members Absent: Carl Durham Others Present: Robert S. Parker, Secretary to the Board Mabel Price, Administrative Assistant Frances F. De Vane, Recording Secretary Mr. Strickland called the meeting to order at 8:15 Credle presented the invocation. Mr. Strickland corrections to the minutes of the meeting of October Howard moved the minutes be approved. Mrs. Credle motion and it carried unanimously. A.M. called 7, 1987. seconded Jean for Mr. the Mr. Strickland recognized Mabel Price, Administrative Assistant, who plans to retire on November 30, 1987, after 27 years of employment with the New Hanover County Health Department. On behalf of the Board of Health, Mr. Strckland presented to Mrs. Price a plaque containing a 1987 silver dollar. He expressed the Board's appreciation to Mrs. Price for her outstanding service. Mrs. Price thanked the Board of Health for her retirement gift. She stated that she will cherish the gift and that it had been great to work wi th the presen t and the past Boards of Health. Mrs. Price stated that she appreciated being honored at the Board of Health Appreciation Dinner which was held on October 19, 1987. Dr. Roseman thanked Dr. Reynolds for his participation in the Appreciation Dinner. Department Focal Joette Hendrix, Health Opportunities Director, thanked the Board members for participating in the health risk assessments prior to this meeting. Interpretations of these health assessments will be presented at the December Board meeting. Ms. Hendrix showed a film entitled "Health and Lifestyles." This film is being shown to County employees who are enrolled in the Health Opportunities Program. --- 1 ~_CI Personnel Committee: Dr. Roseman announced that the request for the addi tional Publ ic Health Nurse I posi t ion will be cons idered at the December Board of Health meeting. - Budget Report: Lynda Smith, Assistant Health Director, prepared a - Budget Report of 9-30-87 for the Board members. It was dec ided to continue this report on a monthly basis. Dr. Roseman requested that the report include an additional column for actual expenditures. Nominating Committee: members to serve on the the Board of Health: Mr. Strickland appointed the following Nominating Committee for the officers of Carl Durham John Leonard Sheram Robinson Re-certification of Existing Sewage Treatment Systems (Homes Being Resold): Mr. Parker explained that the Environmental Health Division is currently making visual inspections of extsting septic systems -for lending institutions. Wanda Copely, County Attorney, stated that there is not a statute which mandates these inspections. She expressed concern of the legal ramifications of Environmental Health continuing these services. After a discussion, Don Blake moved to discontinue the inspection of existing septic tank systems for homes being resold effective December 1, 1987. Mr. Howard seconded the motion and it carried unan imously. .... - Health Director Comments: Mr. Parker reported that the Health Department had received $2,625 for the United way Campaign. This surpassed the department's goal of $ 2,000. Mr. Parker expressed his apprec ia tion to the Board members for their participation. Mr. Pal-ker stated that Jim Strickland and Carl Durham will be rotating off of the Board of Health in December 1987. Interested applicants should apply at the office of the County Commissioners. These vacancies are public citizen positions. Mr. Parker introduced new employee: Brenda Merritt, Clerk Typist, Personal Health Mr. Parker referred to a letter distributed to the North Carolina Department of Transportation which stoplight will not be installed at the entrance department. Don Blake expressed his concern over the collecting and checking of water samples of community water systems. He stated that he felt County citizens are entitled to good water. Dianne Harvell, Environmental Health Director, stated that water samples from community water systems are checked by the State. Mr. Parker stated that he would check on the feasiability and merit of the health department collecting water samples of community water systems.
