12/02/1987 BOH Minutes ~r,.,..,.,. ~ '"' The New Hanover County Board of Health met on Wednesday, December 2, 1987, at the Health Department. Members Present: Jim Strickland, Chairman Jean Credle, Vice Chairman Donald Blake Carl Durham Michael Goins, OD John Leonard, DVM Nolan O'Neal Sheram Robinson Members Absent: Julius Howard Peter Pappas, MD Irvin A. Roseman, DDS Others Present: Robert S. Parker, Secretary to the Board Frances F. De Vane, Recording Secretary Mr. Strickland called the meeting to order at 8:00 A.M. Sheram Robinson presented the invocation. Mr. Strickland called for corrections to the minutes of the meeting of November 4, 1987. Mrs. Credle moved the minutes be approved. Dr. Goins seconded the motion and it carried unanimously. Department Focal: Carla Schiffel, Health Opportunities Nurse, presented to the Board members an explanation and interpretation of health risk assessments which Board members had participated in prior to the November 4, 1987, Board of Health meeting. She stated that this health assessment is an effective educational tool for a more healthy lifestyle and that individual values contribute to health risks for diseases. Health Promotions Committee: Mrs. Credle presented Health Promotion initiatives to the Board of Health. She recommended that clean and useable front and back safety seat belts should be required in taxis and all government vehicles. Mr. Parker stated that there is not a policy which states that seat belts should be worn in all seating positions in these vehicles. It was the consensus of the Board that safety seat belts should be required, utilized, inspected and maintained in taxis and County governmental vehicles. ",. .,. Handgun Waiting period: Mr. Parker reported that the handgun waiting period at present in New Hanover County is three days. He stated that Sheriff McQueen feels that this three day waiting period is adequate. The Board of Health had previously adopted a position recommending a ten day waiting period requirement for all handgun applications. The Board decided not to request that Sheriff McQueen change his present policy. ""'I!"'^~ ? ' No Smoking Policy: The Board of Health reviewed a Smoking Survey Report and the proposed Health Department No Smoking Policy; After discussion Mrs. Credle moved that the New Hanover County Health Department adopt a No Smoking Policy effective on March 1, 1988, with prior smoking cessation clinics available to health department staff. Dr. Goins seconded the motion and it carr ied unanimously. ... - Capi tal Improvements: Mr. Durham introduced Kent Harmon, AlA, of Synthesis, who presented a Design and Development Presentation of the Building Plans for the rennovation and expansion of the New Hanover County Health Department. Blueprints of the proposed and existing floor plans, physical plant including mechanical system, parking area and sidewalk requirements for the health department were explained to the Board. The new construction is scheduled to begin in June 1988 and is to be completed by June 1989. The appropriation for this project is Sl,400,000. Personnel Committee: The request for a new Public Health Nurse I for Medicaid Care Coordination for Pregnant Women was presented to the Board by Mrs. Credle. Mr. Parker explained that this program is re imbursable and should be sel f-supporting. Dr. Go ins moved tha t a full- time Public Health Nurse I pos i tion be establ ished to be filled at 60% time until revenues support the position at 100% time. Mrs. Credle seconded the motion and it carried unanimously. Nominating Committee: Mr. Committee, presented Mrs. Chairman of the Board of Department. Durham, Chairman of Jean Credle as nominee Heal th for New Hanover the Nominating for the 1988 Coun ty Heal th ... - Public Water Supply Sampl ing Program: Dianne Harvell, Environmental Health Director, presented to the Board a proposal for Public Water Supply Sampling for bacteriological analysis. Water samples are to be obtained by the Environmental Division. Mr. Blake moved that the Environmental Health Division sanitarians collect wa ter samples quarterly from each commun i ty wa ter system inclUding municipal water systems for analysis at the health department laboratory. Mr. Robinson seconded the motion and it carried unanimously. Budget Report: Lynda Smith, Assistant Health Director, presented a Budget Report of 10-31-87. She explained that she had added an expenditure column and that this report will be a regular part of the Board packet. Mrs. Credle complimented Ms. Smith on the format of the report. Animal Control Ordinance: Dr. Leonard presen ted a recommendation to the Board to amend the New Hanover County Code entitled "Animals and Fowl" to include the protection of dogs and rabbits from the elements. Mr. Durham moved that the ordinance be amended as presented. Mrs. Credle seconded the motion and it carried unanimOUSly. (Recommended Amendment attached.) ..... - ...,....,n .- Animal Control Advisory Commi tee Appointments: Ron Currie, Animal Control Director, submitted applicants for the New Hanover County Animal Control Advisory Committee. The following members were selected by the Board of Health for two year terms of office which begin on January 1, 1988, and expire on December 31, 1989: Cat Interest - Frances Hollis Member-At-Large - Donna Neal Humane Society - Martha Raynor Kennel Club - Ellis Blann Election of Chairman: Mrs. Jean Credle was unanimously elected 1988 Chairman of the New Hanover County Board of Health. Mr. Strickland congratulated her and expressed his appreciation for her acceptance of this position. Board Members ReCognition for Service: Mrs. Credle recognized and presented two plagues to Mr. Strickland for serving as the 1987 Chairman of the New Hanover County Board of Health and serving on the Board for a period of six years. She thanked Mr. Strickland for his services and stated that it was a pleasure and. honor to work with a capable, competent person like Mr. Strickland. Mrs. Credle presented a plague to Mr. Durham for his outstanding service to the Board of Health. He was recognized for his dedication and interest in creating a "People Health Department." Mr. Strickland's and Mr. Durham's terms on the Board of Health expire December 31,1987. Health Director Comments: Mr. Parker thanked Mr. Strickland and Mr. Durham for serving on the Board of Health. He commended them for their dedication and services to the health department and to the citizens of New Hanover County. Mr. Parker stated that applicants for the three vacancies on the Board of Health are being reviewed and received by the Board of Commissioners. Mr. Parker presented a thank you note to the Board Mrs. Mabel Price. Mrs. Price, Administrative Recording Secretary to the Board of Health, retired of service on November 30, 1987. of Heal th from Assistant and after 27 years Mr. Parker requested that Board members review the outstanding pamphlet in their packet entitled "Put the Bite on Mosquitoes." This pamphet was prepared by Bobby Waters, Mosquito and Vector Control Director. Mr. Waters also authored an article which was published in the "Journal of the American Mosquito Control Association." ~""'''' ( .L . Mr. Parker reported that the Southeastern North Carolina AIDS Task Force met on November 23, 19B7, at the New Hanover County Health Department. Target groups in the six county area for AIDS education have been identified as well as an active media involvement for this group. He announced that an AIDS Public Hearing is to be held at 7:30 P. M. on December B, 19B7, at the New Hanover County Library. .... - The annual Health Department Chr istmas Dinner December 16, 19B7, from 12 noon until 2 P. Wilmington Baptist Church. Mr. Parker extended the Board of Health members. is to M. be held on at the East invitation to an Mr. Parker stated that the health department had passed the Public Health Standards Review. All Standards were met. Dress A Doll Contest: Ms. Smith displayed the winning dolls in the annual Dress A Doll Contest sponsored by the Salvation Army. Dolls were dressed by health department employees. The catagories and winners are as follows: Cutest - Susan O'Brien - 1st place Betty Creech - 2nd place Lynda Smith - 3rd place Most Original - Mabel Gilbert - 1st place Juanita Richardson - 2nd place Betty Creech - 3rd place Best Craftmanship - Susan O'Brien - 1st place Lynda Smi th - 2nd place Susan O'Brien - 3rd place .... - Ms. Smith implemented this project which adds to the Christmas spirit in the health department. ResP:;~fu~ed' fr=-c. 4" (JZ ~hairman, Board of Health !~!)~j,-~~ Secretary to the Board Approved: ..... - -.~~ An Ordinance of the Commissioners of New Hanover County The Board of Commissioners of New Hanover County does hereby ordain that Chapter 3 of the New Hanover County Code entitled "Animals and Fowl" is hereby amended as follows: Add the following definitions to section 3 - 4: (N) Dog Shelter - An area sufficient in size to contain a constrained dog in a normal sitting, standing, and sleeping posi tion. The area must have s ides and a leak proof roof to give protection from the elements. The ground, base, or foundation on which the dog must stand or rest must be well drained and not subject to flooding or continuously wet or muddy conditions. (0) Rabbit Shelter - An area sufficient in size to contain a constrained rabbi t in a normal si t ting, turning, and stretching position. The shelter must be structurally sound, provide protection from predators and adverse env ironments and be easi ly sanitized. The roof must have enough overhang to protect the rabbit from rain.
