02/03/1988 BOH Minutes -- ~ (~..,. 0) _ The New Hanover County Board of Health met on Wednesday, February 3, 1988,at the Health Department. Members Present: Jean Credle, Chairman Donald Blake Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard John Leonard, DVM Peter Pappas, MD Amaryllis Rehder Sheram Robinson Catherine Vangellow Members Absent: None Others Present: Robert S. Parker, Secretary to the Board Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order Robinson presented the invocation. Ms. corrections to the minutes of the meeting Mr. Howard moved the minutes be approved. the motion and it carried unanimously. at 8:00 A. M. Mr. Credle called for of January 6, 1988. Mr. Corbett seconded New Board of Health Member: Ms. Credle, on behalf of Health, welcomed Ms. Amaryllis L. Rehder as member. Oath of office was administered by Ms. De Public. of the Board a new Board Vane, Notary Super Staff Winner: Ms. Credle recognized and congratulated Ms. Erma Atkinson, Animal Control Officer, who was recipient of the Semi Annual Super Staff Award. Ms. Credle commended Ms. Atkinson for her service and the patience she portrays in her daily duties. Department Focals: Ms. Connie Vereen, Public Health Nurse, presented to the Board members a program on Personal Care Services. This Medicaid Program is coordinated by the Home Health Program and the Department of Social Services. This program provides maintenance and medical monitoring for homebound patients. Ron Currie, Animal Control Director, presented to the Board a video on dangerous animals. He announced that Dr. Randall Lockwood is to present a program on the History of Pit Bulls and Vicious Animals on March 19 and 20, 1988, at the New Hanover County Library. He stated that an ordinance for vicious animals is being reviewed by the Animal Control Advisory Board and the County Attorney. A discussion on vicious breeds of dogs followed. ..,'JlO .!lU'/':1 Environmental Health Committee: Dr. Pappas, Chairman, reported he had received a request from Mr. George McKeithan, owner of Port-O-Let A Waste Management Company, for regulations governing the proper method of septage disposal. He stated that there is not a dumping area in New Hanover County and that there are no regulations governing this process. Mr. Blake stated that he felt that the County had adopted an ordinance in 1982. Mr. Parker is to research this matter with the Board of County commissioners. - - Regulations Governing Health and Sanitation: Mr. Parker reported to the Board members that as a result of two pigs residing in the City of Wilmington the legality of keeping pigs/hogs in the City is being questioned. He stated that Mr. Hampton sewell, Sanitarian, found the 1929 regulations which prohibited keeping pigs/hogs in the City. These regulations were never repealed, or revised by the Board of Health. It was the consensus of the Board that these regulations were outdated and should possibly be repealed. Mr. Parker was requested to research this matter with the County Attorney. Animal Control Adoption Refund Policy: Mr. Ron Currie, Animal Control Director, presented a proposed Adoption Refund Policy to the Animal Control Division's Fees of the New Hanover county Health Department Fee Policy. Dr. Goins moved that the Adoption Refund Policy be adopted and added to the health department fee .... policy. Dr. Leonard seconded the motion and it carried unanimously. (Adoption Refund Policy is attached.) - Child Passenger Safety Awareness Week: Ms. Lynda Smith, Assistant Health Director, stated that the New Hanover County Board of Commissioners issued a Proclamation proclaiming February 7 - 13, 1988, as Child Passenger Safety Week. Board members who wore their seatbelts to this Board meeting were presented an apple for their compliance. She announced that public service announcements have been sent to the media. Posters, pamphlets and letters have been sent to businesses, and Buckle Bear is to be in Wilmington on Monday, February 8, 1988, in recognition of Safety Awareness Week. Board Members Orientation: Dr. Camak and Ms. Vangellow reported that they had made orientation field visits with health department staff. Ms. Credle expressed her appreciation for their contribution of time and interest in health department activities. Health Director Comments: Mr. Parker announced that Board of Health Committee plans and meetings are being formulated. The Health Promotions Committee is to meet on Monday, February 8, 1988, at 8 A.
