03/02/1988 BOH Minutes .. ,....,...... - , The New Hanover County Board of Health met on Wednesday, March 2, 1988, at the Health Department. Members Present: Jean Credle, Chairman Donald Blake Pascal Camak, DDS Albert Corbett Michael Goins, OD John Leonard, DVM Peter Pappas, MD Amaryllis Rehder Sheram Robinson Catherine Vangellow Members Absent: Julius Howard Others Present: Robert S. Parker, Secretary to the Board Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8:05 A. M. Mr. Blake presented the invocation. Ms. Credle called for corrections to the minutes of the meeting of February 3, 1988. Mr. Blake moved the minutes be approved. Upon vote, the MOTION CARRIED. Department Focal: Dr. Tabandeh Zand, WIC Director, and Ms. Pat Weaver, Nutritionist, presented to the Board members a program on the New Hanover County Health Department WIC Survey. WIC services are for nutritionally at-risk pregnant women and children under five years of age. This program is the only food program which provides education. It is a valuable asset to the health of its participants and provides revenues to New Hanover County. Results of the Survey and goals for improved WIC services were presented. Health Promotions Committee Dr. Goins, Chairman, reported that the Smoking Policy follow-up phase was reviewed on February 8, 1988. He also stated that Anti-Poisoning Packets for distribution to new mothers after delivery of a child would cost the health department about $3,000 per year. This can be funded by the Child Health budget. Dr. Goins moved that Anti-Poisoning Packets be presented to New Hanover County parents after the delivery of a child by a Public Health Nurse. Upon vote, the MOTION CARRIED. ..,=",~ , Budget Committee: Dr. Leonard, Chairman, reported that the health department staff is compiling the Budget for FY88-89. The budget is to be completed and submitted to the County Manager by March 3, 1988. After this meeting, the Budget Committee will meet and present to the Board the FY88-89 Budget at the April Board of Health meeting. ... - Personnel Committee: Ms. Committee would meet and Health meeting concerning Credle reported that the Personnel submit a report at the April Board of the Health Director's evaluation. Unfinished Business: Repeal of Regulations Governinq Health and Sanitation, Wilminqton and New Hanover Countv, North Carolina 1929: Mr. Parker reported that a public notice for the repeal of the above regulations had been published in the Wilmington Morning Star on February 20 and February 21, 1988. No response was received from this notice. Dr. Pappas moved that the 1929 Health Regulations be repealed. Upon vote, the MOTION CARRIED. Board Member Comments: Mr. Corbett stated he had reviewed the February Budget Report prepared by Lynda Smith, Assistant Health Director. The Home Health expenditures were high. Ms. Smith explained that a $53,000 budget revision will increase this revenue line item. Mr. Parker stated that Home Health has experienced a 26% growth which facilitates the increased expenditures. Mr. Corbett also noted substantial unobligated funds in the Jail budget. Ms. Smith stated that this line item of the bUdget is for emergency medical expenses for inmates. -- - Health Director Comments: Mr. Parker announced that a Continuing Education Program for Boards of Health is scheduled on Thursday, April 21, 1988, from 6:30 P.M. 9:30 P. M. at the Hilton in Wilmington, North Carolina. This is an inservice on Health Department Fees and Public Health Funding in North Carolina. Mr. Parker is on the program. Board members were encouraged to attend this program. Mr. Parker distributed lists including Board of and the Board of County Commissioners names, telephone numbers to the Board members. Heal th members addresses and Mr. Parker referred the Board members to a summary of New Hanover County Board of Health Audit Reports 1917 through 1970 in their Board packet. These reports reflect health department growth, revenues and expenses and are to be presented to the New Hanover __ County Public Library for storage. - ......-."":" Mr. Parker 16, 1988. make plans announced that Public Health Week is to be April 10 - The Community Relations Committee will meet soon and for Public Health Week. Mr. Parker reported that Governor Jim Martin had proposed in February to reorganize and consolidate state environmental programs. On February 2, 1988, Mr. Parker and Susan O'Brien, President, North Carolina Public Health Association, attended and spoke to the Governor's Task Force on Environmental Reorganization. This proposal would remove the Division of Health Services from the Department of Human Resources and combine environmental programs in the Department of Natural Resources and Community Development. Cape Fear Community College: Mr. Blake announced that the Cape Fear Community College is considering the development of a nurses training program which would award an Associate Degree in Nursing. He asked for comments from the Board. Mr. Corbett expressed that he felt this was an excellent idea. Ms. Rehder expressed that recruitment and enrollment of student nurses is a problem. There being no further business, Mr. Blake moved the meeting be adjourned. Upon vote, the MOTION CARRIED. The meeting was adjourned at 9:10 A.
