The New Hanover County Board of Health met on Wednesday, May 4,
1988, at the Health Department.

Ms. Credle called the meeting to order at 8:00 A.M. Mr. Parker
presented the invocation. Ms. Credle called for corrections to
the minutes of the meeting of April 6, 1988. The minutes were
corrected on page 3 to read as follows: "Ms. Credle
congratulated Ms. Rehder for her participation on the State
Cancer Committee." Mr. Blake moved the minutes be approved as
corrected. Upon vote, the MOTION CARRIED.
Department Focal:
Susan O'Brien, Laboratory Director, presented to the Board a
Laboratory Update. The laboratory serves the medical and
environmental needs of citizens of New Hanover County. It offers
support services for health department clinics and programs.
Environmental health services include: finished milk products
testing, bacteriology testing on water samples, and food
bacteriology testing. Approximately 150,000 procedures are
performed in the laboratory annually.
New Business:
Budqet Committee
Dr. Leonard, Chairman, presented the recommended FY88-89 Budget.
It included $54,000 in budget cuts. The bUdget hearing with the
County Commissioners is to be held on May 9, 1988. There is an
increase of $297,908 (7 1/2%) in the recommended total budget.
The total recommended budget for FY88-89 is $4,609,841. Ms.
Lynda Smith, Assistant Health Director, reported that County
Personnel had recommended that the lowest salary grade in the
County be studied and upgraded. This was a grade of 52. The
upgrade affected some of the department's personnel and those in
the same class were upgraded two grades. The request for an
additional Animal Control Officer was approved and the request

for an additional Public Health Nurse in the High Priority
Program was denied. The Board decided to allow time for each
Board member to review the budget before the Board's approval.
Dr. Goins moved that the Board of Health approve the FY88-89
Budget as presented to the Board subject to a majority approval
by telephone survey on Fr iday , May 8 , 1988 . Upon vote, the
MOTION CARRIED.

Health Department Fees
Ms. Credle reported that as a result of the continuing Education
Program for Boards of Health on Health Department Fees and Public
Health Funding, a review of fee schedules in the health
department is in order. She stated that conceptually the choices
for health departments are no fees, nominal fees, fees to cover
costs and fees to cover costs plus impact. After discussion of
current health department fees, Ms. Credle appointed a committee
consisting of Mr. Blake, Dr. Goins and herself to review the New
Hanover county Health Department Fee Schedule. Ms. Credle asked
for recommendations from Mr. Parker.
Board Member Comments:
Mr. Blake stated that the checking of water samples by the New
Hanover County Health Department Laboratory is a beneficial
service to the citizens of the county. He also commended Ms.
Credle for her dedication to the Board of Health. Ms. Credle was
recognized in a newspaper article during Public Health Week.

Health Director Comments:
Mr. Parker announced that activities in recognition of Public
Health Week (April 10-16, 1988) included: Proclamations by
Governor James B. Martin and the New Hanover county
Commissioners, Public service Announcements by Board members and
staff, news releases, seventh grade lesson plans on the history
of public Health and special bulletin boards. These acti vi ties
were coordinated by the Health Promotions staff. Mr. Parker
thanked the Board members for their representation of the health
department during Public Health Week.
Mr. Parker referred the Board members to the copy of the Public
Water systems Public Service Announcement in their Board packet.

Mr. Parker stated that the N. C. Public

Ms. O'Brien is President of NCPHA and Mr. Parker is Chairman of
the Legislative Committee of NCPHA.
Mr. Parker announced that the County Commissioners approved the
establishment of a new Community Health Technician for Home
Health and increased the Part-time Nutritionist I to Full-Time
Nutritionist I in the Wic Program.
Mr. Parker announced that the New Hanover County Health
Department had its most successful March of Dimes Fund Raising
Campaign. Ruth Foy and Avery Rollinson chaired this campaign.
The goal was $600 and $1,313 was raised for the March of Dimes.
Doris Holland won a "Special Recognition" award given by the
March of Dimes. Mr. Parker stated that it was exciting to
observe the enthusiasm generated by the staff during this
campaign.
Mr. Parker introduced new staff member:
Tom Boaz, Physician Extender, Jail Program
Mr. Parker announced that Steve Martin, Regional Director, had
furnished requested Fees Workshop information for Board members.
There being no further business, Dr. Goins moved the meeting be
adjourned. Upon vote, the MOTION CARRIED. The meeting was
adjourned at 9:30 A.M.
