06/01/1988 BOH Minutes ~"'I"- J ~.,. The New Hanover County Board of Health met on on Wednesday, June 1, 1988, at 8:0~ A.M. at the Health Department. Members Present: Jean Credle Chairman Donald Blake Pascal Camak, DDS I\.lbert Corbett Michael Goins, OD Julius Howard ~ohn Leonard, DVM Peter Pappas, MD Amaryllis Rehder Sheram Robinson Catherine Vangellow Members Absent: None Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8:05 A.M. Dr. Camak presented the invocation. Ms. Credle called for corrections to the minutes of the meeting of May 4, 1988. Dr. Camak moved that the minutes be approved. Upon vote, the MOTION CARRIED. Eastern District NCPHA Awards Ms. Credle announced that on May 12, 1988, at the Eastern District North Carolina Public Health Association Annual meeting two New Hanover County Health Department employees received awards. Ms. Betty Creech, Nursing Supervisor, recognized Ms. Penny Wright, Physician Extender, Jail Program, as recipient of the "OUtstanding Individual Achievement Award." Ms. Creech stated that Ms. Wright I s contributions have improved jail health care for inmates on both local and state levels. Ms. Lynda Smith, Assistant Health Director, recognized Robert S. Parker, Health Director, as recipient of the "Outstanding Career Achievement Award." This award was given to Mr. Parker for his significant achievements and his sustained service to Public Health. Mr. Carl Durham, former Board of Health member stated that he was very pleased with Mr. Parker's award and his career achievements at the New Hanover County Health Department. Mrs. Credle congratulated Ms. Wright and Mr. Parker for their NCPHA Awards. She thanked Ms. Creech and Ms. Smi th for their preparation and writing of the nominations for these awards. Mr. Parker thanked the Board of Health for their support. He stated that he felt that his personal achievements were made possible through staff support and teamwork. .., L.t? -. ~.C Department Focal: Mr. Parker, Health Director, presented to the Board members a report on proposed State and National Legislative Issues that will affect Health Care. National legislation includes the Catastrophic Health Care and the Pepper/Roybal Bills. State legislation includes: Environmental Health - $2,600,000 - State Funding may include reorganization of program IIIIIlI - Adult Health - maintain existing funding level for Statewide Health Promotion /Disease Prevention Program - $459,461 AIDS - Request $5,239,000 for FY 88-89 Adult Health - Request $1,800,000 for FY88-89 Committee Reports: Capital Improvements Committee: Ms. Smith distributed to the Board members the Proposed Schedule for New Hanover County Health Department Addition. She reported that Bids will be opened on June 22, 1988, designated staff is to relocate in August 1988 and the new telephone system is to be installed at this time. County Commissioners are to approve and sign contract after Bid Date. Construction of expansion is to begin September 1, 1988. IIIIIlI - Budget Committee: Dr. Leonard, Chairman, stated that the budget hearing with the County Commissioners was held on May 9, 1988, and that the recommended FY88-89 Health Department Budget was approved by the Commissioners. county employees are to receive a 5\ cost of living increase and are eligible for a 2.5\ merit raise during this fiscal year. The request for a High Priority Public Health Nurse was denied and an evaluation of the need for this position is to be considered in approximately six months. Fee Committee: Ms. Credle announced that .the Fee Committee members, Mr. Blake, Dr. Goins, and she met with Mr. Parker on May 25, 1988, to review New Hanover County Health Department Fee Schedule. The Committee's recommendations to bring fees in line with cost of services were presented to the Board. Upon vote, the MOTION CARRIED. It was the consensus of the Board that the revised fee schedule should be effective on September 1, 1988. A discussion followed on the diversification of health department services. Mr. Corbett and Dr. Camak expressed that they felt that perhaps the public is not aware of many of the health department's services. Mr. Parker was requested to consider methods of informing the public regarding these services. .... -,,"\ .;;)~, ~ Presentation on Soil Evaluations for Acceptability of Septic Tanks: - Mr. Parker announced that the presentation to the New Hanover County Water and Sewer District on Soil Evaluations for Acceptability of Septic Tanks scheduled for the County Commissioners meeting on Monday, June 6, 1988, has been cancelled. This presentation will be rescheduled and the Board will be notified of the meeting date. New Business: Reclassification of Community Health Assistant position Home Health: Mr. Parker requested that the Community Health Assistant position in Home Health be reclassified to Community Health Technician. He stated that the job duties are identical. Mr. Blake moved be reclassified MOTION PASSED. that the Home Health Community Health Assistant to Community Health Technician. Upon vote, Board Member Comments: ~ Mr. Blake announced that the Cape Fear Community College is realistically nearer to the establishment of a nursing program with an Associate Degree in Nursing. Mr. Blake thanked Mr. Corbett for his assistance in this project. Mr. Corbett commended Mr. Blake for his achievement and urged him to continue to work with the Cape Fear Community College and the University of North Carolina at Wilmington. - Health Director Comments: Mr. Parker recognized Ms. Beth Deaton, member of Health Department United way Campaign Committee. Ms. Deaton announced that New Hanover County is a Pacesetter in the United Way Campaign for 1989 and that the health department's goal is $2,400. The department's kickoff will be Friday, June 3, 1988. Mr. Parker invited Board members to participate in the Health Department United way Campaign.
