08/03/1988 BOH Minutes .- ... ~." "'l11 The New Hanover County Board of Health met on Wednesday, August 3, 1988, at 8:00 A.M. at the Health Department. Members Present: Jean Credle, Chairman Donald Blake Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard John Leonard, DVM Peter Pappas, MD Amaryllis Rehder Sheram Robinson Catherine Vangellow Members Absent: None Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8:00 A.M. Mr. Blake presented the invocation. Ms. Credle called for corrections to the minutes of July 6, 1988. Mr. Blake moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED. Super Staff Winner: Ms. Credle recognized and congratulated Ms. Doris Holland, Clerk Typist, who was the recipient of the Semi-Annual Super Staff Award. Ms. Credle commended Ms. Holland for her services in health department related special projects. Department Focal: Jail Medical Program Ms. Penny Wright, Physician Extender, presented to the Board members a program on the New Hanover County Health Department Jail Medical Program. Ms. Wright introduced Captain Spell, Commander, New Hanover County Jail, and health department staff who work in the Jail Medical Program. This program provides medical care for those incarcerated. The Jail Medical Program is nationally accredited and is recognized as a model program throughout the State of North Carolina. Ms. Cynthia S. Johnson, Public Health Nurse, presented a slide presentation which included a tour of the jail and an explanation of the Jail Program services. Captain Spell expressed his appreciation to the Board of Health and the health department staff for their support in the operation of the medical program in the jail. Ms. Betty Creech, Nursing Supervisor, stated that the Jail Medical Program is a cooperative joint effort between the Health Department and the Sheriff's Department. ~ ~'> -" '," - committee Reports: - Environmental Health Committee Water Well/Sewer Line Separation Dr. Peter Pappas reported that the Environmental Health Committee met on July 26, 1988, with legal advisors regarding the County Wide Sewer System and the location of wells relative to the location of sewer lines. Mr. Parker stated that there are no State or local regulations regarding the placement of sewer lines near existing wells but there is a local regulation which requires a minimum separation of 25 feet between newly constructed wells and sewer lines. Mr. Parker stated that the Board of Health should be aware of the existence of this situation and problem in New Hanover county. Bob Pope, County Attorney, explained that this is a legal problem involving Well Construction Regulations and that a resolution allowing the implantation of the county Sewer System which gives the citizens of the county maximum protection will need to be forthcoming. Mr. Wyatt Blanchard, county Engineer, stated that there are multiple situations where County residents cannot tie onto the County Sewer System if the 25-foot separation is maintained. Mr. Kenneth Fowler, plumbing Inspector, stated that there are many buried wells which are difficult to locate. Mr. Ed Brooks, Environmental Health Supervisor, expressed the need to develop an alternative solution to the water well/sewer line separation problem. - - Board of Health Member Resiqns Mr. Parker announced that Dr. Peter Pappas plans to resign from the Board of Health in September 1988. He plans to teach in the Medical School at the University of Alabama, Birmingham, Alabama. Mr. Parker stated that Dr. Pappas would be missed and wished Dr. Pappas well. Mr. Corbett stated that the entire community will miss Dr. Pappas. Animal Control Liaison Dr. Leonard stated that plans are being made with Ms. Diane Avery, Board of Education, to show the film, Animals Can Bite, to school children ages kindergarten through Grade 6. An Animal Control Officer will show this film to school children. Baby Girl Ms. Credle announced and congratulated Dr. Goins on the birth of his new baby girl. - - .,.~~ New Business: Home Health Fees Mr. Parker presented a Revised Home Health Fee Schedule to be effective August 1, 1988. Mr. Howard moved and it was seconded that the Board of Health approve the recommended rate change effective August 1, 1988, for Home Health Fees. Upon vote, the MOTION CARRIED. Health Director Comments: Mr. Parker announced that the Association of N. C. Boards of Health Annual meeting is to be held on September 27, 1988, in Winston-Salem. Board members were invited to attend this meeting. Budget funds are available to Board members for their expenses. The New Hanover County Commissioners adopted a No Smoking Policy effective September 19, 1988. The Health Opportunities Program is offering Smoking Cessation classes for County employees. Mr. Parker presented a report on the 1987-88 Session of the North Carolina General Assembly. The following funds were appropriated for Health Services by the General Assembly: Environmental Health (Statewide) New Hanover County Health Department will receive - $300,000 - $ 3,000 Health Promotion (Statewide) Preventative Health Block Grant HB 2641 Preventative Health Block Grant - $333,304 - $459,461 - $250,000 AIDS Education (Statewide) Mr. Parker referred the Board members to Health Department Services News Releases in their Board packets. The Health Promotions Committee of the Board of Health is to meet immediately following this meeting. Mr. Parker stated that the Annual Meeting of the North Carolina Public Health Association is to be held in Winston-Salem on September 27 29, 1988. Ms. Lynda Smith, Assistant Health Director issued an invitation of membership to the Board members. Mr. Parker encouraged Board members to attend this meeting and reminded them of availability of travel funds for expenses. Mr. Parker distributed Fiscal Year 87-88 Annual Reports to the Board. The Annual Report includes the accomplishments and statistical data of health department activities. ~r,/- Mr. Parker announced that the County Commissioners approved the Revised Recommended Fee Schedule which was submitted to them on Monday, August 1, 1988, with the following revisions: ~ - ENVIRONMENTAL HEALTH Service Septic Tank Permit Residential Soil Evaluation Recommended To $100.00 60.00 (1st 1,000 gallons per day) $ 40.00 150.00 Mr. Parker stated that he plans to spend the last two weeks of August working with the Staff on their daily job assignments. He invited Board members to join him. New Staff Member Mr. Parker introduced new staff member: Donna Le Sane, who is a Nutritionist with the Nutrition Program of the Health Department. Health Director of the Year Ms. Smith announced that Mr. Parker had been selected Health Director of the Year. He was nominated for this award by Nolan O'Neal, Chairman of the New Hanover County Board of Commissioners, and Ms. Credle. Mr. Parker was congratulated for this honor. Ms. Smith stated that New Hanover County is proud of Bob Parker for his many accomplishments and achievements in Public Health. ~ - There being no further business, the meeting was adj ourned at 9:35 A.M.
