11/02/1988 BOH Minutes 1i7h The New Hanover County Board of Health met on Wednesday, November 2, 1988, at 8:00 A.M. at the Health Department. Members Present: Jean Credle, Chairman Donald Blake Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard John Leonard, DVM Alan Thomas, MD She ram Robinson Catherine Vangel low Members Absent: Amaryllis Rehder Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8: 00 A. M. Dr. Goins presented the invocation. Ms. Credle called for corrections to the minutes of October 5, 1988. Dr. Leonard moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED. Department Focal: Cancer Death Certificate Review Ms. Beth Deaton, Adult Health Public Health Nurse, presented to the Board members a statistical analysis and review of Cancer deaths in New Hanover County. Committee Reports: Capital Improvements Committee: Ms. Lynda Smith, Assistant Health Director, distributed to the Board members a design of the renovation and expansion of the health department. She reported that the County Commissioners will sign the construction contracts on November 7, 1988, and that construction will begin shortly thereafter. This will add an additional 19,153 square feet to the health department building. Personnel Committee Mr. Howard, Chairman, moved and it was seconded that the request for an additional Home Health Clerk Typist III be approved by the Board of Health and submitted to the New Hanover County Board of Commissioners for their consideration. Upon vote, the MOTION CARRIED. -11 ,...,-,...-" ,I ,'-j .......~\... ~ Unfinished Business: Mr. Parker informed the Board members that Mr. Fred McRee stated that he cannot contract for the AIDS Awareness in the Black Community Project due to conflict with Mr. Leo Teachout being on the Proj ect · s Citizen Review Panel. Mr. Teachout has verbally acknowledged that he does not support AIDS Awareness In the Black Community Project. The Board of Health was asked to consider replacing Mr. Teachout on the panel. The members serving on this panel had been appointed by the Board of Health two months earlier. - Mr. Howard moved and it was seconded that Mr. Parker try to reconcile the differences between Mr. Teachout and Mr. McRee and if this reconciliation is not possible, the Board of Health recommends and gives Mr. Parker the authority to remove Mr. Teachout from the AIDS Awareness in the Black Community Citizen Review Panel. Upon vote, the MOTION CARRIED. New Business: Nominating Committee Appointments Ms. Credle appointed the following Board members to the Nominating Committee: ~ Mr. Corbett, Chairman Ms. Vangellow Ms. Credle - The Nominating Committee is to nominate the 1989 Chairman of the Board of Health at the December Board meeting. New Hanover County Bond Issue for Expansion of the Refuse-Fired Steam Plant Mr. Parker explained that $27.5 million dollars is needed to cover the cost of expanding the County's refuse-fired steam facility. Registered voters in New Hanover County may vote in the bond referendum on Tuesday, November 8, 1988. Mr. Corbett and Mr. Blake expressed the current need for the steam plant. Mr. Blake moved that due to the fact that solid waste disposal is a primary concern and problem of the citizens of New Hanover County, the Board of Health go on record as endorsing and supporting the New Hanover County Bond Issue for Expansion of the Refuse-Fired Steam Plant. Upon vote, the MOTION CARRIED. Board Members Comments: IIIIIlt Mr. Blake reported that Ms. Georgia Ezzell, former Public Health Nurse, is a resident of Davis Nursing Home. .J - Dr. Leonard reported that Ron Currie, Animal Control Director, in an effort to decrease animal bites in the community plans to show the film, "Dogs Can Bite," to the principals in all New Hanover County schools. Health Director Comments: Mr. Parker referred the Board to their packets for review of listing of Board of Health members' terms and expiration dates. Ms. Credle has been on the Board of Health for six years. Her term on the Board expires on December 31, 1988. Her category is nurse. Mr. Blake's and Mr. Howard's first term will expire on December 31, 1988. They are eligible for a second term. Mr. Parker stated that positions should apply Commissioners. applicants to the New for the Hanover Board County of Health Board of Mr. Parker distributed a copy of the New Hanover County Health Department brochure, "Your Health Our Priority," prepared by Ms. Lynne Grogan, Health Promotions Director. This brochure will provide information on health department services to the community. Mr. Parker announced that Ms. Rehder gave birth to Kyle Stewart Rehder on Friday, October 28, 1988. Mr. Parker introduced new staff members: Jeanelle Plummer, Health Educator, Health Promotions Jamie Kilgore, Animal Control Officer, Animal Control There being no further business, the meeting was adj ourned at 9:15 A.M.
