12/07/1988 BOH Minutes ....-1'"\ The New Hanover County Board of Health met on Wednesday, December 7, 1988, at 8:12 A.M. at the Health Department. Members Present: Jean credle, Chairman Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard John Leonard, DVM Alan Thomas, MD Sheram Robinson Catherine vangellow Members Absent: Don Blake Amaryllis Rehder Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Ms. Credle called the meeting to order at 8: 12 A.M. Dr. Goins presented the invocation. Ms. Credle called for corrections to the minutes of November 2, 1988. Mr. Howard moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED. Department Focal: Rankin Terrace Clinic Services Ms. Betsy Summey, RN, FNP, presented to the Board members a program on Rankin Terrace Clinic services, staffing and referral resources. Rankin Terrace Clinic is a satellite clinic which was established in 1976 to serve indigent patients. The clinic provides assessment, monitoring, treatment and health education for health problems of indigent children and adults. Committee Reports: Nominating committee Mr. Corbett, Chairman, reported that the Nominating Committee had met and recommends Dr. John Leonard for the 1989 Chairman of the New Hanover County Board of Health. Dr. Leonard thanked the Committee for their confidence in nominating him for this position. l~W New Business: IIIll Clerk Typist III (50%) Request Mr. Howard, Personnel Committee Chairman, reported that the Personnel Committee recommends that a Clerk Typist III (50% permanent part-time) be established by the transferring of funds allocated for the vacant Laborer I position in the Water-Management and Vector Control position. Upon vote, the recommendation passed unanimously. - Solid Waste Management in New Hanover County and North Carolina Mr. Parker reported that the need to act on solid waste management problems is gaining great momentum in New Hanover County, North Carolina and the nation. He referred the Board to the Solid Waste Management Study Committee's Findings and Recommendations. A discussion of recycling methods and recommendations followed. Mr. Corbett requested that the Board designate a specific area of concern for recycling and solid waste management. He stated that New Hanover County is hiring a Recycling Coordinator in January 1989. Dr. Thomas moved and it was seconded that the New Hanover County Board of Health support and endorse North Carolina legislation requiring at least a $.05 deposit on all beverage containers including bottles, plastic containers and cans. Upon vote, the MOTION CARRIED. ~ - Election of New Board Chairman Dr. John Leonard was unanimously elected 1989 Chairman of the New Hanover County Board of Health. Ms. Credle congratulated him and expressed her appreciation for his acceptance of this position. Board Member's Recognition of Service Dr. Leonard presented two plaques to Ms. Credle for serving as the 1988 Chairman of the New Hanover County Board of Health and serving on the Board for a period of 6 1/2 years. He thanked Ms. Credle for her services. Mr. Howard stated that Ms. Credle would be missed on the Board of Health. Ms. Credle stated that she felt like she had grown up on the Board of Health, learned a great deal and enjoyed her years of service. Unfinished Business: Health Director Receives Awards and Honor Ms. Lynda Smith, Assistant Health Director, recognized and congratulated Mr. Parker as recipient of four awards in public health in 1988 with the most recent and notable being a national .... - _ r"I...,. award. On october 29, 1988, Mr. Parker was presented the prestigious National Association for Home Care Member of the Year Award at the National Association for Home Care (NARC) Annual meeting in San Francisco, california. Mr. Parker was also re-e1ected for another two year term on the Board of Directors for NARC. Mr. Parker stated that 1988 had been a successful year and that no award was received without the preparation of nominations and that he was impressed with health department staff recognition and accomplishments. Board Members Comments: Health Director Comments: Mr. Parker announced that a Continuing Education Program for Boards of Health and Health Department employees entitled Buildinq Community Health Leaders: An orientation for Boards of Health is to be held on Tuesday, February 7, 1989, from 6:30-9:30 PM at the Wilmington Hilton Board members were encouraged to plan to attend this program. Mr. Parker stated that three 1989 Board of Health members will be appointed at the County Commissioners meeting on December 19, 1988. Applicants for the three vacant positions should apply to the New Hanover County Commissioners. Mr. Parker informed the Board members that Mr. Leo Teachout is no longer a member of the AIDS Awareness in the Black Community Citizen Review Panel. Mr. Parker reported that the owner of the Kitchen Restaurant has denied entry into the restaurant to a district sanitarian, a local sanitarian and to Mr. Parker during attempts for quarterly inspections. The last inspection of the Kitchen Restaurant was in June 1988. Mr. Parker stated that the only reason the restaurant owner has given him, or filed in response to the court is that he has a personality conflict with the sanitarian assigned to grade his restaurant. The County Attorney plans to go to court in December to seek an injunction against the Kitchen Restaurant. Mr. Parker stated that health department employees dressed 20 gorgeous dolls in the annual Dress A Doll Program sponsored by the Salvation Army. Mr. Parker recognized and commended Ms. Lynda F. Smith, Assistant Health Director, for the implementation of this project. Ms. Smith will have photographs of the winning dolls at the next Board of Health meeting in January 1989. The annual Christmas Dinner is to be held at the East Wilmington Baptist Church on Friday, December 16, 1988, from 12 noon - 2 P.M.
