02/01/1989 BOH Minutes The New Hanover County Board of Health met on Wednesday, February 1, 1989, at 8:00 A.M. at the Health Department. Members Present: John Leonard, DVM, Chairman Don Blake Pascal camak, DDS Albert Corbett Michael Goins, OD Julius Howard Amaryllis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Catherine Vangellow Members Absent: Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8: 00 A. M. Ms. Vangellow presented the invocation. Dr. Leonard called for corrections to the minutes of January 4, 1989. Dr. Camak moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Super Staff Award Dr. Leonard congratulated and presented a plaque to Ms. Sharon Toomer, Licensed Practical Nurse, who was recipient of the Semi-Annual Super Staff Award (July December 1988). Dr. Leonard commended Ms. Toomer for her service and patience. Ms. Toomer stated she was appreciative of this honor. New Board of Health Member: Dr. Leonard, on behalf of the Board of Health, welcomed Dr. Marlene M. Rosenkoetter, as a new Board member. Oath of office was administered by Ms. De Vane, Notary Public. Department Focal: Health opportunities Proqram (HOP) - New Frontiers Ms. Rowena Sewell, Health Opportunities Director, presented to the Board members a program and informative data on HOP - New Frontiers. This wellness/preventi ve health program for county employees was established and supported by Mr. Parker, the Board of Health and the New Hanover County Board of Commissioners. New Hanover County was one of the first counties in North Carolina to implement an employee preventive health program. Ms. Sewell stated that she felt this program has had a great impact on the heal th of County employees, increased producti vi ty, decreased .. ."0 medical costs and is cost productive. She explained HOP interventions and invited Board members to complete Health Risk Appraisal Questionnaires. Ms. Sewell commended Mr. Parker, the Board of Health and New Hanover County Commissioners for the origination of the HOP Program. ... - Committee Reports: Unfinished Business: New Business: Update of New Hanover County Well Regulations Dr. Thomas reported that the Environmental Health Committee meeting was rescheduled for 7:00 A.M. on February 20, 1989. A draft of recommendations for the revision of New Hanover County Well Regulations governing water supply wells is being prepared by Ms. Diane Harvell, Environmental Health Director, for review by the Environmental Health Committee. Ms. Harvell stated that current regulations governing water supply wells, pumps and pumping equipment were adopted by the Board of Health in July 1983. Request for Clerk-Typist III and Nutritionist I Positions in WIC Mr. Howard, Personnel Committee Chairman, reported that the Personnel Committee recommends that due to increase in WIC case load that an additional Clerk-Typist III and Nutritionist I positions be established. He stated that State funds will fund these two positions. .... - Mr. Howard moved that the Board of Health approve the recommendation to establish Clerk-Typist III and Nutritionist I positions for the WIC Program due to increased patient caseload. Upon vote, the MOTION CARRIED UNANIMOUSLY. Measles Outbreak Update Ms. Beth Day, Nursing Supervisor, reported that due to Measles outbreak in North Carolina of approximately 180 cases and the confirmation of a case of Rubeola at the University of North Carolina at Wilmington, the State Immunization Program recommended that UNCW students and health department staff born since 1957 should receive Measles Vaccine if they do not have proof of immunity, or if they were immunized on/or before January 1, 1968, and before 15 months of age since January 1, 1968. Special Measles immunization clinics were held for UNCW students at Hanover Hall, UNCW. Mr. Blake commended Ms. Day and the health department staff for their proper handling of the Measles outbreak. Mr. Corbett commended Mr. Parker, the health department staff and the Board of Health for their great response to this project. Dr. Leonard .... - .. ~lln , - expressed his appreciation to the staff and to the Board of Health for their cooperation in dealing with this problem. Board Members Comments: Health Director Comments: Mr. Parker announced that the Southeastern NC AIDS Task Force will meet on February 6, 1989. Dr. Ryan Stanley, President, Tri-County Dental Society, plans to present a proposal for dental care for HIV posi ti ve patients. Board members were invited to attend this meeting. Mr. Parker stated that a Continuing Education Program for Boards of Health and Health Department employees entitled Building Community Health Leaders: An Orientation for Boards of Health is to be held on Tuesday, February 7, 1989, from 6:30-9:30 P.M. at the Wilmington Hilton. Seven Board members plan to attend this program. The North Carolina Commission for Health Services is to hold their regular meeting at the New Hanover county Health Department Library on February 23-24, 1989. Mr. Parker invited the Board members to join the Commission for Health Services for a social time at his home at 5:00 P.M. and dinner following at 7:00 P.M. on February 23, 1989. Board members will be called for attendance of these activities and given the location of dinner. Mr. Parker referred the Board members to the Public Water Systems News Release from the North Carolina Department of Human Resources. He stated that federal and state laws require owners/operators of public water systems to submit monthly drinking water samples to a certified laboratory for bacteriological analyses. Mr. Blake noted that two New Hanover County systems did not submit samples for testing. Mr. Corbett stated that water quality is a great concern of the New Hanover County Commissioners. Mr. Parker explained FY88 reported expenditures from Aid to Counties and Per Capita Budget Summaries. contributions to New Hanover County Health Department total budget were 22% {$863,638l from Federal and State and 78% ($3,020,466l from Local. Mr. Parker requested Control report and included in the Board that the Board members review letters of staff recognition packet. an Animal which are Mr. Parker welcomed and introduced new employee, Ms. Beverly Register, Clerk Typist III, Home Health. Mr. Parker stated that he commends New Hanover County and the County Commissioners for their adoption of the County Smoking Ordinance. He stated that he is preparing a letter to Harry Payne requesting legislation to implement smoking policies in .....0.1", ~ _ "", d North Carolina government buildings and vehicles. Mr. Parker distributed a copy of an article on Passive Smoke which was in USA NEWS TODAY. IIIIlI - Ms. Lynda Smith, Assistant Health Director, expressed appreciation for the volunteer assistance of Ms. Thelma McGuire, Ruth Kellum and Virginia Bellamy (three retirees) and two Brunswick County nurses and one clerk during the Measles outbreak. Mr. Parker also thanked Drs. Leonard, Camak, Goins and Thomas for their assistance at UNCW during this outbreak. Proposed Ferret Leqislation Mr. Parker presented a copy of A Bill to Be Entitled An Act To Prohibit the Possession, Sale and Distribution of Ferrets in North Carolina, which he received from Dr. John Freeman, DVM, Head of the Environmental Epidemiology Section, Division of Health Services. Dr. Freeman requested Mr. Parker's assistance in obtaining New Hanover County legislators to introduce this bill in the General Assembly. New Hanover County has a regulation prohibiting the possession, sale and distribution of ferrets. Dr. Thomas moved and it was seconded that the Board of Health support and endorse the Ferret Legislation and that Mr. Parker request New Hanover County's legislators introduce the Bill To Prohibit the Possession, Sale and Distribution of Ferrets in IIIIlI North Carolina in the 1989 General Assembly.
