05/03/1989 BOH Minutes ~., The New Hanover County Board of Health met on Wednesday, May 3, 1989, at 8:00 A.M. at the Health Department. Members Present: John Leonard, DVM, Chairman Don Blake Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard Amarya11is Rehder Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Catherine Vange110w Members Absent: Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:05 A.M. Mr. Robinson presented the invocation. Dr. Leonard called for corrections to the minutes of the April 5, 1989 meeting. Dr. Camak moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Department Focal: Ms. Betty Creech, Nursing Supervisor, presented to the Board a program on the Ministering Circle which was established in 1888 and has a membership of 50 benevolent women. Their goal is to serve mankind. Funding comes from private donations. Main projects include providing the medically indigent patients medical services and diagnostic testing, equipment rental, three scholarships to UNCW and the Housekeeper Helper Program. Public Health Nurses assess the needs of patients and make referrals to the Ministering Circle. The Ministering Circle pays for these services for indigent patients of the health department and community. Committee Reports: Budget Committee Dr. Camak, Chairman, reported that the Budget Committee met on Friday, April 28, 1989, and reviewed the recommended FY89-90 Budget. Ms. Lynda Smith, Assistant Health Director, reported that this budget is reflective of the recommendations of Mr. Felix Cooper, County Manager. The date of the budget hearing with the County Commissioners is to be announced. r-. ~,....." I Mr. Parker explained to the Board that of requested only the Health Educator position is following four positions are not recommended: five positions recommended. The .... - LPN II - Family Planning Clerk TYpist III - Administration Public Health Nurse I - Child Health Clerk TYpist III - Epidemiology/Adult Health Mr. Parker stated that the Health Educator position was last on our priority list. He stated that the request for the reallocation of the salary from the vacant Nursing Director's position to fund three of the requested positions was not recommended. Ms. Beth Day, Nursing Supervisor, stated that she was one of the three Nursing Supervisors who had shared the duties after the Nursing Director's position was terminated. She stated that she felt this was done in order to redistribute workloads and improve line help, and she was concerned that the three positions were not being recommended. The Budget Committee recommended that the budget be adopted with the consideration of requesting the denied personnel positions. Dr. Camak moved that the members of the Board appear before the County Commissioners at the Budget Hearing and request approval of the four new positions which Mr. Cooper did not recommend and otherwise accept and approve the recommended FY89-90 Budget. Upon vote, the MOTION CARRIED. - - Personnel Committee: Mr. Blake reported that the Personnel Committee met at 7:30 A.M. on May 3, 1989, and reviewed the Board of Health's performance appraisals of Mr. Parker, Health Director. The Committee recommends that the Board request from the County commissioners the maximum salary increase in line with County Personnel policies. Mr. Parker was commended for his outstanding performance. Mr. Blake moved that the Board of Health request the maximum salary increase according to County Personnel policies. Upon vote, the MOTION CARRIED. Environmental Health: Dr. Thomas, Chairman, reported that the Environmental Health Committee met at 7:30 A.M. on May 5, 1989. The Committee is reviewing New Hanover County Well Regulations Governing Water Supply Wells, Lead Testing of Public School Water Fountains and Temporary Food Stand Regulations. A report on these projects is to be presented at a future Board meeting. ~ - --~ " , unfinished Business: New Business: Project Aware - AIDS Education Grant Proposal Ms. Anne Lawrence, AIDS Counselor, requested that the Board recommend the submission of the AIDS Education Grant Proposal to the County Commissioners for their consideration. This grant is for $30,320 for a Social Worker IV and education expenses to increase access to risk population, substance abuse individuals, treatment settings and the jUdicial system. Dr. Rosenkoetter moved that the Board approve the submission of the AIDS Education Grant Proposal and send the grant to the Board of Commissioners for their approval. Board Members Comments: Mr. Blake expressed his appreciation to Ms. Beth Day for her excellent performance. Mr. Parker announced that Ms. Day won the YWCA Women of Achievement Award on April 26, 1989. The nomination for this award was written by Ms. Day's staff. Dr. Leonard congratulated Ms. Day on her achievement. Mr. Corbett encouraged Board members to attend one of the Drug Forums to be held at 7:30 P.M. on May 9, 1989, at Wilmington Middle School and at 7:30 P.M. on May 16, 1989, at Haggard High School. Health Director Comments: Mr. Parker announced that the Health Promotions Committee meeting is to be held immediately following the Board of Health meeting today. Mr. Parker reported that on April 4, 1989, he made a presentation on the "Excessive Amount of Paperwork Home Health Agencies Have to Complete for Reimbursement from Medicare" to North Carolina Congressmen and Senators and/or their Aides at a Home Health Care Breakfast during the National Association for Home Care Legislative Conference held in Washington, D.C. He demonstrated to the Board of Health one sheet of paper designating the necessary hospital paperwork for hospital reimbursement and 279 sheets of papers necessary for Home Health care reimbursement for Medicare billing. Mr. Parker stated that Congressman Charlie Rose had been most impressed with this comparison and had taken 279 sheets of paper to Congressman Stark, Chairman of the House Ways and Means Committee. Mr. Parker expressed that his goal is to help with the problem of excessive paperwork in Home Care. Mr. Parker said that Representative Harry Payne has introduced a bill forbidding the sale of ferrets in North Carolina. ~./' 'L l'lr. Parker informed the Board of an article in their packet on the Solid Waste House Bill introduced by Representative Joe Hackney which would require counties to begin recycling programs by July 1990. --- - Mr. Parker invited and encouraged Board members to attend "The Future of public Health" forum to be held on May 11, May 18, June 8, and June 15, 1989. Board members were asked to notify Mr. Parker by June 8, 1989, if they can attend any of these forums. Registration is free to Board of Health members and County commissioners. Scholarships for attendance of these forums are available. There being no further business, the meeting was adjourned at 9:20 A.M.
