The New Hanover County Board of Health met on Wednesday, November
1, 1989, at 8: 00 A.M. in the Conference Room of the Health
Department.
Members Present:

Dr. Leonard called the meeting to order at 8:00 A.M. Ms.
Vangellow presented the invocation. Dr. Leonard called for
corrections to the minutes of the October 4, 1989 meeting. Dr.
Leonard moved that the minutes be approved. There were no
corrections to the minutes.
Committee Reports:
Animal Control Advisory
Dr. Leonard reported that he had attended the New Hanover County
Animal Control Advisory Committee meeting on October 11, 1989,
and that the Advisory Committee voted to support the
recommendation not to grant variances to the New Hanover county
Animals and Fowl Ordinance. He stated that Ms. Donna Neal,
Chairperson, Animal Control committee, was present.
Mr. Blake expressed that he felt the Board made a mistake
September Board of Health meeting when they recommended
variance be granted to the spay Neuter/Ordinance.

After a discussion, it was the consensus of the Board to continue
to support the Spay Neuter/Ordinance of the New Hanover County
Health Department Animal Control Division.

A discussion followed on the adoption policy of the New Hanover
County Animal Control Division. It was the consensus of the
Board that the present adoption policy is effective.

Dr. Leonard moved that the Board of Health continue to support
the New Hanover County Animal Control Division Adoption POlicy.
Upon vote, the MOTION CARRIED UNANIMOUSLY.

Dr. Leonard thanked Ms. Neal for her assistance in the above
Animal Control issues.
Health Director Comments:
Mr. Parker referred the Board to a poem "High Blood Pressure"
written by Ms. Ruth Foy, RN, Hypertension Coordinator, New
Hanover County Health Department. In recognition of this
achievement, Ms. Foy will be a guest of the Southeastern High
Blood Pressure Conference in New Orleans, Louisiana.
Mr. Parker thanked Board members for attending the Continuing
Education Program on Drug Awareness sponsored by the Wilmington
AHEC held on Monday, October 30, 1989, 6:30 P.M. - 9:30 P.M., at
the Wilmington Hilton. He expressed his appreciation to Mr.
Corbett and the Planning Committee for their participation in
this program.
Mr. Parker announced that the following terms of four Board
members will expire on December 31, 1989:

Mr. Robinson

All these Board members are eligible for reappointment and they
are interested in serving another term on the Board.
New Business:
Nominatinq Committee Appointments
Dr. Leonard appointed the following Board members to the
Nominating Committee:
Mr. Blake, Chairperson
Ms. Rehder
Ms. Vangellow
The Nominating Committee is to nominate the 1990 Chairman of the
Board of Health at the December meeting.

Board of Health Planninq Session
The Board of Health planning Session followed the business
meeting. Mr. Parker was facilitator of the "Creative Thinking"
Planning Session presented for present and past Board of Health
members and Management Team. The Planning Session ended at 11:15
A.M.
