08/14/1996 "...-...... - Dr Dennis Jackson, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8'00 a.m. on Wednesday, August 14,1996, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. Minutes: Dr Jackson called for corrections to the minutes of July 10, 1996 The minutes were approved by the Board of Health. Recognitions: Mr Parker introduced and welcomed the following new health department employees. Johnson, Clerical Specialist I - Health Promotions Fifteen (15) Year Service Award Gail Robinson, Clerical Specialist I - Women's Health Care SUDer Staff. Januarv 1996 - June 1996 Mr Parker recognized Sharon Neuschafer, Administrative Assistant, Environmental Health, recipient of the Semi-Annual Super Staff Award. On behalf of the New Hanover County Board of Health, Dr Jackson congratulated Mrs. Neuschafer for her achievement and ~ service to the health department. - New Business: Budget Work Session: Budaet Proaram Reviews Dr Jackson stated the Board of Health meeting today is dedicated to the Budget Program Reviews submitted by the Budget Committee. Mrs. Dean, Chairman, Budget Committee, thanked Dr Jackson for his leadership and the Budget Committee members, Lynda F Smith, Assistant Health Director, and health department staff for their assistance with the preparation of the budget reports. Mrs. Dean stated the budget reviews will be presented according to the Budget Committee assignments. She requested that a time limit of three to five minutes be adhered to for each Board member's department report and that questions be held until the conclusion of these reports. ~ - -"",", - The Budget Program Reviews are incorporated and made of part of these minutes and are contained in Exhibit Book 1 of the New Hanover County Board of Health. The reports were presented by the Budget Committee members who prepared the reviews in the following sequence: Dental Health - Dr Macris Communicable Disease - (Epidemiology, Tuberculosis) - Mrs. Whitted Health Promotions - (Risk Reduction/Injury Prevention, Project ASSIST, Health Education) - Mrs. Whitted Administration and Board of Health - Mr Veenstra Animal Control Services - Dr Jackson Community Health (Personal Health General, Children's Special Health Services, Neurology/Adult, Jail, School Health) - Mr Elmore Nutrition (General Nutrition, NutritionlWlC) - Mrs. Dean Women's Health Care (Maternal Health, Family Planning, Maternity Care Coordination, Norplant) - Dr Goins Child Health (Child Health, Child Service Coordination) - Mrs. Alford Environmental Health (Vector Control, Environmental Health) - Mr Coble Laboratory - Dr Clancy ~. After reviewing the Budget Review Reports, it was the consensus of the Board of Health that the budget report project was educational and informative. Mrs. Dean stated that Dr Jackson's charge to the Board of Health Budget Committee was review their assigned budgets and report back to the Board of Health. The purpose of this analysis of program budgets was for the Board to further understand the health department budget and make recommendations if changes in funding require altering current programs. ..... Dr Jackson stated he felt this budget information will be helpful in next year's budget process. Mrs. Alford requested for Ms. Smith to notify the Board as early as possible in order for the Budget Committee to begin with the budget process next year Mrs. Alford stated the committee's intent is to review the budget before it is presented to the County Manager and Budget Office. Mrs. Dean reiterated that Dr Jackson's charge, in the Budget Committee's Purpose Statement of March 13, 1996, is for the budget to be given to the Budget Committee as early as possible in order for the committee to be better informed to assist in preparing the budget and preparing a list of additional prioritized requests. Dr Jackson stated that the intent was to improve the budget process and benefit from what the Board has learned during the Budget Program Reviews. -- MOTION: Mrs. Dean moved and Dr Jackson seconded to request for the Board of Health Budget Committee members to be involved at an early stage with the planning for and preparation of the NHCHD Budget. Upon vote, the MOTION CARRIED - ,~r. r Dr Jackson requested for the same Budget Committee members to be assigned to the same departments which they have studied and are familiar with for next year's budget reviews. He requested for retiring Board members to be involved at an early stage with the planning for and preparation of the NHCHD Budget. - - Unfinished Business: Comments: Board Members: Budaet Proaram Reviews Dr Jackson commended Mrs. Dean, Mr Parker, and Division Directors for their assistance with the Budget Program Reviews and budget process. Inner City Rabies Clinic lIIlI Dr Goins inquired if an Inner City Rabies Clinic will be held this year Mr Ron Currie, _ Animal Control Director, informed Dr Goins that the Annual Inner City Rabies Clinic will be held in the fall (date to be announced). Health Director: A Cause For Celebration - 1995 North Carolina Infant Mortality Rate Mr Parker advised the Board that the 1995 North Carolina infant mortality rate is the lowest in the state's history The rate of 9.2 deaths per 1,000 live births represents an eight percent decrease from the 1994 rate of 10 0 Rabies Update Mr Parker presented a 1996 Rabies Update from Dr Lee Hunter, Public Health Veterinarian, Department of Environment, Health and Natural Resources. New Hanover County had documented 13 cases of rabies in 1996 -- - -~ - , . ""-- ...'.-.... - ," Sewaae Soills Mr Parker informed the Board that Mrs. Mary Gornto, City Manager, notified him that the City will delegate the responsibility for public notification of sewage spills in New Hanover County to the health department. The city will notify appropriate health department personnel when a spill occurs. Mr Parker stated that Mrs. Dianne Harvell, Environmental Health Director, is preparing policies and procedures to notify the public of sewage spills.
