(Bob) Parker, Health Director Frances F De Vane, Recording Secretary Invocation: ~ Mrs. Estelle Whitted gave the invocation. - Minutes: Dr Jackson called for corrections to the minutes of October 9, 1996. The minutes were approved by the Board of Health. Recognitions: Dr Jackson requested that Mr Parker make staff recognitions. Mr Parker introduced and welcomed the following new health department employees: New EmDloyees Marcia L. Smith, Clerical Specialist II, Communicable Disease Susan H Little, Public Health Nurse I, Communicable Disease The following were recognized for their years of service in the New Hanover County Health Department: - ,~ Five Year Service Awards Margaret Swann, Public Health Nurse, Women's Health Care - ~; I_I ~ Nomination for Glaxo Wellcome Child Health Recognition Award ~ Mr Parker congratulated and recognized Mrs. Nikki Todd, Public Health Nurse, who was nominated and received a certificate for the G/axo Wellcome Child Health Recognition Award. - Health DeDartment Nomination for Glaxo Wellcome Child Health Recognition Award- Tobacco Substance Abuse Program Mr Parker displayed the certificate presented to the New Hanover County Health Department for the Glaxo Wellcome Child Health Recognition Award - Tobacco Substance Abuse Program. On behalf of the Board of Health, Dr Jackson commended Mrs. Todd and the health department staff for their receipt of these achievement award certificates. Department Focal: Count Your Child Health Blessings Mrs. Janet McCumbee, Child Health Director, presented the department focal on Count Your Child Health Blessings. Her presentation focused on Chid Health initiatives including ~ Never Shake A Baby, Back To Sleep (reducing the risk of Sudden Infant Death Syndrome: What You Can Do), Pull The Plug on Violence, and Please Be Seated (protecting North _ Carolina's Children with Child Safety Seats) Committee Reports: Environmental Health Meeting with Carolina Beach and Kure Beach Officials Mr John Coble, Chairman, Environmental Health Committee, reported that the Environmental Health Committee met at 6:00 p.m. on Monday, October 24, 1996, with Mayor Tony Loreti and Councilman Rick Burroughs of Carolina Beach, Mayor Betty Medlin, of Kure Beach, Dr Jackson, Mr Coble, Mr Parker, Mrs. Dianne Harvell, Environmental Health Director, and Mr Bruce Shell, New Hanover County Finance Director, to address the public health impact of the failing septic systems and water sample results. The meeting informed town officials of the health department's concern over the absence of municipal sewer facilities in the unincorporated areas of Hanby and Wilmington Beaches. During July 1996 run off water samples taken by the health department from __ drainage ditches in this unincorporated area showed fecal coliform bacteria contamination. - 0/1 ~ Mr Coble informed the Board that Carolina Beach and Kure Beach officials appear interested in annexing these areas, Wilmington Beach by Carolina Beach and Hanby Beach by Kure Beach. He stated town officials referred to the costs of providing sewer services and to previous engineering reports determining the feasibility of these projects. County Finance Director Bruce Shell will review options and financial impact. Resolution - United City and County Water and Sewer Services Mr John Coble referred the Board to the response on October 22 from Mrs. Mary M. Gornto, City Manager and the City of Wilmington regarding City/County Utility Services. A 1996 Sewage Spills Report was reviewed which designates sewer problems in New Hanover County On behalf of the Board of Health, Dr Jackson stated he plans to respond to the above letter regarding the City/County Resolution and the malfunctions of City/County Sewer Systems. Mega Bar Restaurant ProDosal Mr Coble presented a recommendation from the Environment Health Committee to ask the North Carolina Commission for Health Services to adopt the Mega-Bar Restaurant Proposal which will require the following rule change: - [.2610(2)] Children 10 and under shall not be allowed at the self-service food area unless accompanied by an adult. Written notice shall be provided informing customers that children 10 and under must be accompanied by an adult. Exemptions shall be made for school cafeterias that provide protective shields of appropriate heights for the age group established by National Sanitation Foundation (NSF) MOTION: Mr Coble moved from the Environmental Health Committee for the Board of Health to request that the Mega- Bar Restaurant Proposal be submitted to the rule making process of the North Carolina Commission for Health Services for their consideration, approval, and adoption. Upon vote, the MOTION CARRIED UNANIMOUSLY Mr Parker recognized and commended Mr Robert T Keenan, Environmental Health Specialist, NHCHD, for recommending the Mega Bar Restaurant Proposal to Mrs. Dianne Harvell, Director, Environmental Health Director, and to the Environmental Health Committee of the Board of Health. Executive - - Dr Jackson, Chairman, Executive Committee, reported that the Executive Committee met at 6.15 p.m. on Monday, October 14, and Monday, November 11 Issues discussed are on the Board agenda. - 24:2 Health Promotions ""- Mrs. Mary Lou Alford, Chairman, Health Promotions Committee, reported that the Health Promotions Committee met at 6:00 p.m. on Monday, October 28, 1996 - Mrs. Betty Jo McCorkle, Women's Health Care Division, Director, presented initiatives addressed by NHCHD staff to reduce teenage pregnancy in New Hanover County Process/Outcome Objectives in this year's Contract Addendum for New Hanover County were discussed. Ideas for achievement of these objectives include parenUteen focus groups in community, Rock Band Concert for kids addressing education, and brochure prepared and sent to parents in New Hanover County school system. Mrs. Alford stated a Injury Prevention Proposal for New Hanover County which includes hiring a full time Health Educator to focus on injury prevention was approved by the Health Promotions Committee and was presented to the Executive Committee with a recommendation for their approval of this proposal. Mrs. Alford and Dr Jackson informed the Board that the Executive Committee has decided due to budget constraints not to pursue this recommendation at this time. The Injury Prevention Proposal is to be included in the NHCHD 1996-97 Fiscal Year Budget. -.. Recognition: - Dr Jackson welcomed to the Board of Health meeting Mrs. Ann Allen, Professor, and her two Community Health Nursing Classes, University of North Carolina at Wilmington. Unfinished Business: Animal Control Services Issues Dr Jackson reported the NHCBH Executive Committee met and approved the following recommendations including additions and/or revisions to New Hanover County Code, Chapter 3 (Animals and Fowl) and recommended the approval of the revisions to the current Animal Control Services Fees. Animal Control Services Fees MOTION: Dr Jackson moved from Executive Committee for the Board of Health to recommend to the County Commissioners the approval of the revisions to the current Animal Control Services Fee Schedule to be incorporated in the NHCHD Fee Policy (Attachment #1 is incorporated as a part of these minutes.) Upon vote, the MOTION ""- CARRIED UNANIMOUSLY. - ,-, Policies and Procedures for Animal Control Services Kenneling Animals During and After Emergency Evacuations -~ Dr Jackson recommended from the Executive Committee for the Board of Health to approve the Policies and Procedures for Animal Control Services Kenneling Animals During and After Emergency Evacuations. He explained that this policy is needed and will allow pet owners three working days after the evacuation shelters are closed to remove their pets from the Animal Control Services Shelter Pet owners will be charged regular shelter fees after three working days. MOTION: Dr Jackson moved from Executive Committee for the Board of Health to approve and adopt the Policies and Procedures for Animal Control Services Kenneling Animals During and After Emergency Evacuations. (Attachment #2 is incorporated as a part of these minutes.) Upon vote, the MOTION CARRIED UNANIMOUSLY. New Business: Breast and Cervical Cancer Control Program - State Grant - $26.886 ~ Dr Jackson informed the Board that NHCHD has been offered a $26,886 State Grant to participate in the Breast and Cervical Cancer Control Program (BCCCP) to reduce Breast and Cervical Cancer in our community He recommended from the Executive Committee for the Board of Health to accept this grant. --- MOTION: Dr Jackson moved from Executive Committee for the Board to approve and recommend to the New Hanover County Commissioners the acceptance of the Breast and Cervical Cancer Control Program State Grant for $26,886 Upon vote, the MOTION CARRIED UNANIMOUSLY. Preventive Health Services for Day Cares - Smart Start Grant - $25.225 Dr Jackson recommended from the Executive Committee to accept the $25,225 Grant and hire a Public Health Nurse I. MOTION: Dr Jackson moved from Executive Committee for the Board to approve and recommend to the New Hanover County Commissioners the acceptance of the Preventive Health Services for Day Cares - Smart Start Grant for $25,225 and to hire a Public Health Nurse I. Upon vote, the MOTION CARRIED UNANIMOUSLY Request for Additional Manpower. Equipment. and Supplies to Increase Mosquito Abatement/Organic Debris Removal - Request for 55.000 ~ . Dr Jackson informed the Board that the Executive Committee decided not to request $5,000 for additional manpower, equipment, and supplies to increase mosquito - abatement/organic debris removal due to budget constraints. 2jj~ MOTION: Dr Jackson moved from Executive Committee for the Board not to submit a request to the New Hanover County Commissioners for $5,000 for additional manpower, equipment, and supplies to increase mosquito abatement/organic debris removal in New Hanover County Upon vote, the MOTION CARRIED UNANIMOUSLY. - - Proposed Budget Changes in Health Department Budget As Reauested by Allen O'Neal. County Manager Dr Jackson reviewed with the Board proposed NHCHD $50,000 budget cuts and revenue increases. Mr Parker explained that the postponed revaluation and Hurricane Fran's aftermath will impact negatively on the New Hanover County Fiscal Year 1997-98 Budget. The County Manager requested for county departments to voluntarily reduce their budgets and project revenue increases. Proposed budget cuts and revenue increases were reviewed. Dr Jackson recommended from Executive Committee for the Board to accept the NHCHD budget modifications of $50,000 with $8,500 in budget cuts $41,500 in increase and revenues. MOTION: Dr Jackson moved from Executive Committee for the Board of Health to approve NHCHD budget modifications totaling $50,000 with $8,500 in budget cuts and $41,500 in increased revenues. Upon vote, the MOTION CARRIED UNANIMOUSLY. ... ApDointment of Nominating Committee - Dr Jackson appointed the following Board member to the Nominating Committee for the selection of nominees for the 1997 Chairman and Vice Chairman of the New Hanover County Board of Health: Mr John M. Coble, Chairman Mr Bobby Greer Dr Spiro J Macris The Nominating Committee will present their report to the Board of Health in December 1996 Comments: Board Members: Association of North Carolina Boards of Health (ANCBH) .-.- Mr Coble reported the ANCBH Board of Directors Retreat was held on Friday and Saturday, November 8 - 9, at the Blockade Runner Beach Resort, Wrightsville Beach, - n' /. p.'.."" North Carolina. He hosted a reception at 6:30 p.m. on Friday night at Trail's End Steakhouse Restaurant which was followed by a Dutch dinner The Board meeting was held at 10:00 a.m. on Saturday at the Blockade Runner Resort. Mr Coble informed the Board that he was nominated as President Elect of ANCBH. - Health Director: Hurricane Related Water Sam Dies The Health Department Laboratory performed 788 hurricane related bacteriological water testings - 541 tests for private wells and 247 for community systems and restaurants. Mr Parker reported he has received positive feedback and gratitude from citizens commending the health department and Laboratory for their water sample testing following Hurricane Fran. There were 49 (20%) positive for total coliform and 2 (less than 1 %) positive for fecal coli. Applications for Membership on New Hanover County Animal Control Services Advisory Committee ..-- Applications for membership on New Hanover County Animal Control Services Advisory Committee are being submitted to the Board of Health. Members will be appointed at the December Board of Health meeting. Thank You Letters and Phone Call ...... Mr Parker referred the Board to thank you letters and a phone call expressing appreciation to the health department for their services. Response Letters from Senator Jesse Helms and North Carolina House Representative Dewev Hill Mr Parker referred the Board to response letters from Senator Jesse Helms and Representative Dewey Hill regarding driving under the influence of alcohol and drugs. Mission Statement/Motto Card A card with NHCHD Mission Statement/Motto Card was distributed to the Board. Tobacco Road. . . Dead End Poster Contest - Tobacco Road Dead End Poster Contest posters were displayed and presented to the Board. Posters were prepared for the Project Assist poster contest held in New Hanover County schools and are to be displayed at the New Hanover County Library as part of the Great American Smoke Out exhibit. Health DeDartment Annual Christmas Party IIIIIIl Mr Parker invited the Board to attend the Annual Christmas Party given by the health department staff from 12 Noon - 2:00 p.m. on Friday, December 13 - Resolution - Stop Tobacco Sales to Minors in North Carolina Mr Parker presented a listing of 100 North Carolina organizations which have endorsed the Resolution - Stop Tobacco Sales to Minors in North Carolina. Other Business: Mark Veenstra. PE. Board Member Recognized On behalf of the Board of Health, Dr Jackson, presented a plaque and coffee cup to Mr Mark A. Veenstra, PE, retiring Board member, for his outstanding services on the New Hanover County Board of Health. Inner Citv Rabies Clinic Dr Jackson reported that 60 people attended the Free Inner City Rabies Clinic held from ~ 12 Noon - 4'00 p.m. on Saturday, November 2, at Five Points Community Center, Wilmington. ...... Friends of Felines Dr Jackson summarized the Friends of Felines Feral Cat Program Six Month Report. Total number cats neutered/spayed was 255. Statistics from the report indicate that due to effectiveness of this program at least 592 kittens will not be born.
