04/14/193831 REGULAR MONTHLY MEETING, BOARD OF HEALTH HELD IN OFFICE OF BOARD APRIL 14, 1938 Present: Chairman Addison Hewlett, Mr. H. M. Roland, Dr. J. C. Wessell, Dr. W. Houston Moore, and Dr. H. L. Keith. Minutes of last meeting were read and approved. The Health Officer presented the monthly reports. Mr. W. D. McCaig and Mr. C. B. Parmele appeared before the Board as a committee from the Jas. Walker Memorial Hospital, requesting that the $1940.00, past due on patients in the isolation ward, be included in the next budget. It was moved by Dr. Wessell, seconded by Dr. Keith, that the Board of Health include in its next budget the amount of $1940.00 as requested by the committee from the hospital. Carried. With Commissioner of Public Works, Mr. J. E. L. Wade, and Mr. Laughlin, engineer in this department, present, the Board discussed at length the problem of garbage collection, after which it was moved by Dr. Wessell, seconded by Mr. Roland, "that all hotels, restaurants, hospitals, apartments and big boarding houses in the city of Wilmington, be permitted to make contract (sell for money) with private collectors for daily collections of garbage, in accordance with the Regulations Governing Health and Sanitation for the City of Wilmington and New Hanover County; and that all other garbage be collected by the Department ot Public Works- such garbage to be disposed of to people who have vehicles and containers approved by the Board of Health. Such regulation to become effective May 1, 1938." Carried. The Board authorized the Health Officer, to attend the state meeting of the Public Health Association in Pinehurst, May 2, 1938.
