REGULAR MON'lHLY MEETING, BOARD OF REAL'lH
HELD IN OFF ICE OF TEE BOARD

Present: Chairman Addison Hewlett, Mayor Thos. E. Cooper,
Mr. H. M. Roland, Dr. W. Houston Moore, and Dr. B. R. Morrison.
Minutes of last meeting were reed and approved.
The Health Officer presented the monthly reports.
At the request of the Health Officer, Miss Virginia Nesbitt was
elected to succeed Mrs. Margaret Myers, effective April 2, 1939.
After the Health Officer had explained that WPA had discontinued
the services of Mrs. Ida Holton in the clinic effective June 2, it
was moved by Mayor Cooper, seconded by Dr. Moore, that Mrs. Holton be
employed as propoaed in the new budget effective July I, and that she
be employed out of con~nget fund until July 1. Carried.
The Health ufficer asked for and received authority to divert any
surplus funds in any individual budget item to teke care of eny over-
draft in other budget items.
Mr. J. A. Loughlin, City Engineer, with a Mr. Abel, representative
of en incineretor company, appeared before the Boerd to ask them if they
saw fit, to recommend to the City Commiasioners that they include in
their proposed bond issue an item of $4Oc~oo for the local share of a
WPA constructed new incinerator. After a general discussion, it was moved
by Mayor Cooper, seconded by Mr. Roland, that Mr. Hewlett, Dr. Morriaon,
and Dr. Moore be appointed aa a committee to investigate tha advisability
of such action and report back to the Board. Carried.
Mrs. C. D. Meffitt, president of the local humane society, appeared
befora the Board to ask their cooperation in providing space for the
retention and eventual humane destruction of ownerless dogs end cets.
The Board instructed the Health Officer to ask Mr. Wade, Sommissioner of
Public Works, to meke available for this purpose the City's dog pound.

Dr. Foster Burnett appeered tiefore the Board to ask that they make
Seabreeze a special senitery area requiring septic tanks instead of pit
privies for sewage disposal.

It was .e~ed by Mayor Cooper, seconded by Mr. Roland, that Drs. Moore,
Morrison, and Elliot be appointed as a committee to investigate sewage
disposal at Seabreeze and report back to the Board at the next regular meeting.
The Board approved the 1939-40 budget as proposed by the Health Officer
except the item proposing en extra nurse now being peid by the Public Health
Nursing Association. (See budget next page)
