The regular monthly meeting of the Board of Health was held in
conjunction with the County Commissioners in the Commissioners' room
on December 11, 1941. Those present were: Chairman Addison Hewlett, Dr.
W. Houston Moore, Dr. J. C. Wessell, Mr. ~d, Mayor Hargrove Bellamy,
and Dr. B. R. IIorrison.
The minutes of the last meeting were read and approved.
The Health Officer presented the monthly reports.
This joint meeting was called primarily for the discussion of the
Oleander sewage disposal problem. Chainnan Hewlett invited any interested
persons to express their views.
Mr. Gerdes, as property owner in the affected territory, described
the condition as being unbearable and asked that the Board do all in its
power to expidite the correction of the condition.
Mr. IIorton,of the Hugh IoIacRae & Company, asked the Board whether or
not they would permit the installation of a small pip6line along the
course of the present ditch to Burnt Mill Creek emptying the chlorinated
effluent into that stream. This the Board declined to permit. Then Mr.
IIorton asked the Board if they would approve the installation of a filter
plant and chlorination plant and then permit the chlorinated effluent to
flow down through the present ditch.
After a general discussion it was moved by Dr. Wessell that the proper
State authorities be consulted and requested to come to Wilmington and ad-
vise whether this disposal system at this time is a menance to health or
simply a nuisance, and second, that he advise the best method of abating
the nuisance. Seconded by Dr. Moore it carried. The above motion was then
made to include adjourrunent to meet again on December 18 at 3:00 P. L1. for
the final solution of this problem.
On December 18 the Board of Health met with the County Commissioners
in the Commissioners' room to complete the business started on December
11. Those present were: Chainnan Hewlett, Dr. Wessell, Dr. Moore, Dr.
Morrison and Mayor Bellamy.

Mr. Hill of the State Board of Health was present and presented a
brief review of the Oleander disposal system from the State's viewpoint.
He stated that in February 1939 he inspected this disposal system and felt
that it was a distinct nuisance, but in view of the local Health Department's
bacterial analyses it was only a potential health hazard. He was called again
on November 19, 1940, to make an inspection at which time he found the nuisance

aggravated to some extent and that again the bacterial analyses made
him feel that it was still onlY a potential health hazard. He was
again called in late October 1941 at which time he found the common
nuisance much worse than ever before and that the bacterial analyses
made by the local Health Department showed it to be a distinct health
hazard because of the presence of B coli in most of the specimens ex-
amined since September 23 to date.

Mr. Hill recommended as the onlY satisfactory solution the
connection with the City sewerage system.

Dr. Moore then moved that this connection be made by the
Hugh MacRae & Company, work to be started within thirty days and con-
pleted within ninety days and that the present chlorination treatment
be continued until the sewage is emptied into the City system. This
motion was seconded by Dr. Wessell and carried.
There being no further business the meeting adjourned.
