Present: Mr. Hewlett, Chairman, Mr. lloland, Mayor Bellamy, Dr.
Moore and Dr. Wessell.
The minutes of the last meeting were read "nd approved.
The Health Officer presented the monthly reports.
Mayor Bellamy promised the Boa.rd members th"t he ~"ould report
fully on the status of the incinerator at the nexmeeting.
The Health Officer nroposcd that if the building of the new
incinerator was going to remain uncertain for a long period of
time that we repair the old incinerator by removing the wa.ter jacket
portion and then line it with fire brick laid end wise, and that this
repaired incinerator bll used for burning dead animals and the trash
from residential sections only (excluding weeds, brushes, etc.)
The Health Officer asked the Board members, on the recomoendation
of Mr. R. F. Hill, Jr., of the State Bdard of Health, to discontinue
grease traps as a requirement in connection with septic tF..nks. The
Board took this change under consideration for action later.
Mr. Edwards gave a very interesting and encouraging report on the
progress of milk sanitation for the past sixteen years and su</',ested
the advisability of the Boord making the pasteurization a requirement
in all new dairies from this time on.
The Health OLicer explained the status of the Hugh Macllae sewage
problem to the Board members and WqS advised to take the case to
Court.
There being no further business the meeting adjourned.

On March 31 there was a called meeting of the Board of Health
with all members present. Mr. Marsden Bellamy, County /ttorney,
was present by re(juest.
The Health Ufficer explained to the Board that the Hugh MacRae
case had been taken to the Recorders Court and he had been advised
by the Judge of that Court that the oase should have been taken be-
fore a Judge of the Superior Court at a term ci>f civil court. The
City ~nd County fttorneys had been re1uested LO be present and advise
the Board what the proper procedure should be. Mr. Eellamy expressed
the opinion that it was proper to teke the case to the Recorders
Court, but in view of the Judge of the rtecorders Court feeling that
it was properly a matte,- to be handled in a civil term of Superior
Court, he, (Mr. Bellamy), advised that the case be taken to the Grand
Jury with the request that it be referred to the "uperior Court if
possible.
The board members discussed the necessity of special counsel and,
on motion of Dr. Moore, seconded by Mayor Bellamy, the Health Ufficer
was authorized to employ oriuate counsel to prosecute the case vigorous-
ly to a successful conclusion, the private counsel to ~be paid out of
contingent fund.
It the called meeting Mayor Bellamy reported on the status of the
incinerator as follows:
First: The City is reclaiming land 'llld trying to get a bulldozer in
order to keep the trash plowed under.
Second: In view of priority requirements, at best, it will take a
long time to get the necessary materials if we get them at all.

Third: He requested that the Health Officer work with Mr. Wallace
or Mayor Bellamy, himself, to try to keep down odors, flies, etc.
The Mayor also expresJed the feeling that to line the old incinerator
with fire brick seemed impracticable.
