REGULAR MONTHLY MEETING
BOARD OF HEALTH
SEPT.10, 1942
Present: Yr. Hewlett, Chairman, Yr. Roland, Dr. Wessell, Dr. Moore
and ~or Bellam.v.
The minutes of the last meeting were read and approved.
The Health Officer presented the monthly reports.
After a gBneral discussion of the Merit System classifications and
salary proposals for the personnel of the department, it was decided
that further action be continued until Dr. de Vyver, Merit System
Supervisor,_ and Dr. FaK of the State Board of Health, could meet with
the Board members and explain the details of the Merit System.
The Health Officer was instructed to ask Dr. de Vyver and Dr. Fox to
come down as soon as possible and make such explanations of the Merit
System as the Board members might desire.
There being no further buSiness, the meeting adjourned.

Present: Yr. Hewlett, Yr. Roland, Dr. Wessell and Dr. Moore.
Dr. R. E. Fox, of the State Board of Health, and Dr. Frank T.
de Vyver, Supervisor of the Merit System, were present, by request,
to explain to the Board members the details of the Merit System.
Dr. de Vyver gave a brief history as to the adoption of the Merit
System in North Carolina and explained that local departments would
have to work under the Merit System if they were to receive Federal
and State funds. He also explained that under the Merit System each
employee IllUst receive the minimum salary set up for that classifica-
tion. /my raise in salary above the minimum is left with the local
authorities. After explaining numerous details of the Merit System,
Dr. de Vyver and the Board members took up in detail the classifica-
tion and salary assignment of all the personnel, and the State Board
of Health ani Dr. de Vyver modified classifications and individual
salaries so that practically every member of the health department
personnel is to receive the salary appropriated by the City and County.
The changes of classification and salary assignments, as agreed on
by the Board members, Dr. de Vyver and Dr. Fox, were inserted on the
budget during the meeting.
