06/10/1943 163 REGUIJ\R MONTHLY MSETING BOARD OF HEALTH HEW IN OFFICE OF BOAPJl JUNE 10, 1943 Present: Mr. Hewlett, Mayor Cameron, Dr. Wessell, Dr. Morrison, Dr. Moore. , The minutes of the last meeting were read and approved. The Health Officer presented the monthly reports. Lt. Porges of the U. S. Public Health Service, Mr. Hunt of the USPHS and Mr. E. L. Hinton of the State Board of Health came before the Board to offer and explain the possibility of the USPHS directing a rodent control program here. Lt. Porges discussed the program generally and discussed an ordinance suggested by the USPHS and sug€ested that there should be a revolving fund of $5000.00 set up to take care of bait, proof- ing materials, labor, etc., such a fund eventually to be replaced from fees collected on a pro rata basis from each property owner after the survey was completed. He also advised that the City should provide for a full time inspector and two laborers to continue the program in full force once the business section of town had been proofed and rid of rats. It was recommended that action be taken as quickly as possible if the City saw fit to participate as the USPHS is going to put on several demonstration pro- grams soon. After a general discussion of the rodent control program it was moved by Dr. Wessell, seconded by Dr. Morrison, that the Board of Health go on record as approving the adoption by the City of a rodent ordinance re- commended by the USPHS. Carried. The Health Officer discussed with the Board members a letter from the State Health Officers Association regarding the Governor's emergency control measure over milk in defense areas. It was suggested that the let$er be tabled 1ndefinitely. The Health Officer asked the Board's wishes regarding the State's recommenda- tion on sick leave which is two weeks per annum and which may be accummulated if not used. The Board advised that these two weeks sick leave be adhered to in the case of each member of the staff. , ht the Health Officer's suggestion the Board agreed that our Department would inspect and suggest practical cormnon sense measures in the enforcement of sanitation of public institutions serving food in the County, but would not score them by the cafe regulations or post grades. I , '- One Board member commented about the inadequacy of the garbage cans in the New Brooklyn Homes area. After a brief discussion it was moved by Mayor Cameron, seconded by Dr. Wessell, that the Health Officer write the Executive Director of the Housing Authority to provide adequate cans and maintain pro- per sanitation or else be prosecuted in court. The Health Officer proposed a budget for 1943-44. Some of the Board members felt that the $10.00 per month per person requested was inadequate to take 164 care of the increased cost of living. As a result of this feeling it was moved by Mayor Cameron, seconded by Dr. Wessell, that the budget be referred to a comr::dttee consisting of Dr. Wessell, Dr. Moore and the Health Officer and that this committee be authorized to decide on a budget and present it to the appropriating authorities for their consideration.
