05/01/1945 209 CALLED lEETING BOA.'tD OF HE.J.TH HELD IN OFFICE OF BOARD j,uY 1, 1945 " Present: ljr. ,lddison Hewlett, Chairman, Dr. J. C. Wessell, Dr. James H. Smith and Ma.vor W. Ronald Lane. The meeting was called to consider a request from representatives of the merchants and farmers that the Board temporarily modify the regulations regarding the dressing of poultry by farmers at their homes in an effort to improve the present severe shortage of poultry. After a brief consideration, the Board agreed to n temporary modi- ftcation permitting the farmers to dress chickens at their homes and sell them in Wilmington. Copy of notice to press is attached. The Health Officer presented the monthly reports. The possibility of securihg the services of Dr. H. \'. The Health Officer also discussed with the Board members the urgent need of securing the services of an rlssistant Supervisor of Nurses. Vera Fowler a full time employee, her udditional time beinE' used to assist Eiss \'loody in <iny Vlay possible in the clinical laboratory. The Health Officer informed the Board members of the very satisfactory progress being made by !.lr. O. C. 1';00re in the construction of an abattoir the plans of which h"d both State and local Health Department approval. It shall be unlawful for lUlY person, firm, or corporation to sell, offer for sale, or have in possessien with intent to sell a~ meat or meat products from cattle, swine, sheep, or other animals that can be or that are ordinarily slaughtered in abattoirs and sold for or used as food for human consumption, unless such meat and/or meat preducts shall have been slaughtered, handled, and processed in an approved abattoir or processing plant, and trans!lOrted in a manner approved by the Health Officer. 1 1 ....J SECTION II. All animals and/.r parts af animals shall be properl~ identified b~ a stamp showing that such animal, er animals, have been slaughtered, handled, and/or processed in an approved abattoir. Heats or meat products, such as sausage, liver pudding, chitterlings, etc., shall be properl~ identified by the stamp of an approve~. abattoir either on the meat or meat products or on the package or contsiner used by the sbattoir for paCkaging and distributing said products. SECTIOU III. The handling and selling of mp.at and meat products from enclosures, trucks, wagons, or any other meanS of conveyance along the streets and highways of the City of Wilmington and Uew Hanover County, including all incorporated towns in New Hanover Count~, shall be pxohibited unless said enclosures, trucks, wagons, or other means ef conve~ance conform to the laws, rules, I'nd regulations of lTew Hanover Count~ and the State Board of Health governing the sanitation of meat markets and abattoirs. SECTION IV. No thing in these regulations shall be construed to prohibi t the sale of sroked. cured, salt and dried meats and/or meat products. SECTIOIT V. The inspectors, officers, or agents of the Consolidated Boare. of Health are hereby empowered and authorized to enter any abattoir or meat market while in operation or at all reasonable hours, for the purpose of making ~ inspection. The same shall apply to any cart, wagon, truck, or any other means of conve~- ance used to transport meat and/or meat products over the street~, sidewalks, or highways, when and where the~ ~ be found. It shall be the dut~ of persons in the management, or control of such, to afford free access to e"e~ part of his building or vehicle and render all aid and assistance necessary to enable the inspector to make a full, thorough, and complete examination thereof. SECTIon VI. , ..J An~ person, firm or corporation, preparing and handling meat and/or meat products, or any other person, who shall wilfully, or mal1ciousl~ obstruct, hinder, or interfere with any officer or agent of the ConsoliCl.ated lloard of Health in the proper discharge of his duty, or who shall 'tfilful1~ and mali- ciously fail or neglect to comply with the abattoir and meat market re!Ulations in NAw Hanover County, or who shall fail to comply with aIllf of the provisions of said regulations, shall be guilty of a misdemeanor, and upon conviction fined and/or imprisoned at the discretion of the court.
