07/05/1946 239 r CaU.ED MEETING BOAR;) OF HEALTH HELD IN OFFICE OF BOARD JULY 5, 1946 Present: Mr. Addison Hewlett, Chairman, Dr. W. Houston Moore, Mayor W. Ronald Lane and Mr. H. M. Roland. This meeting was called to explain to the Board members the fact that the U. S. Public Health Service had notified the Health Officer that effective Friday night, July 5, the U. S. Public Health Service's DDT Dusting Program would be reduced 66 2/3% and that the program in Wilmington would have to be discontinued unless the local appropriating authorities could arrange to pay for the labor involved in the program. The Director of that program promised that if the local appropriating authorities would pay the labor (three men at $35.00 per week) the federal government would pay the foreJ!lan, furnish all the DDT and the truck and that they would also furnish a special rat poison known as 1080. This government representative very urgently reconnnended that if we took the program over the crew be directed to dust routinely four days per week and poison one day per week. The Health Officer reported on the typhus and rat flea situation at the beginning of the program and up to date and urgently reconnnended that the program be continued, if possible. The feeling of those present was that the matter should be referred to a joint meeting of the City and County appropriating authorities and that the Health Officer should appear before such a meeting and explain as far as possible the details involved. The Health Officer presented the monthly reports. There W::tS considerable disoussion as to what action might be taken rerarding cows, hogs, etc. in the nev'ly incorporated portion of the City. Caropbell, City "ttorney's opinion to the effect that the problem of livestock vlCuld h-"ve to be h:mdled identically in the old and in the new City territory. The 30ard members instructed the Health Officer tc get the opinion of Mr. l.larsden Bellamy, Count.v "ttorney, on this point in an effort to work out, if possible, sone kind of a zoning system t~ take care of the newly t~ken in territory.
