REGULAR MONTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
AUGUST 8, 1946
Present: Mr. Addison Hewlett, Chairman, Dr. W. Houston Moore and
Mayor W. Ronald Lane.
The minutes of the last meeting were read and approved.
The Health Officer presented the monthly reports.
The Health Officer explained to the Board members that whereas the State
Board of Health officials had promised to transfer Mr. Troy Hodges, Sani-
tarian, and Miss Charlotte Williams, Jr. Stenoerapher Clerk, from the War
Activities Budget of last year to our budget this year and provide salary
for each (it having been agreed that the local appropriation would take
care of AIr. Hodges I travel allowance}, when the State budget was made no
funds were provided for these two positions by the State Board of Health.
The Health Officer then corresponded with the State Board of Health the
result of which was, the State Board of Health agreed to pay these two
positions from January 1, 1947 through June 30, 1947; provided, the local
budget would take care of these salaries from July 1, 1946 through Decem-
ber 31, 1946.
At the Health Officer's request the Board members present agreed that
these two members of the staff be continued month by month until our
books have been audited and that if sufficient money was brought forward
from last year the Board members,at a subsequent meeting, be asked to
authorize the employment of Mr. Hodges and Miss Williams from July 1, 1946,
through December 31, 1946, out of funds brought forward from last year's
budb-'et.
At the Health Officer I s request, the Chairman appointed a committee con-
sisting of Dr. llessell, Dr. 1ioore, Dr. Huffman and the Health Officer to
act on the application of Dr. Wade H. Reinhardt as full tune Veterinarian.

The ';uestion of the keeping of animals or livestock in the newly incor-
porated portion of the City was discussed, but no official action was taken.
The feeling of the Board being that eventually we should decide on some
distance from each residence animals might be kept in the new zone.
The Health Officer notified the Doard members that the City and County
Appropriating Authorities had approved the continuation of the D. D. T.
Dusting program and had added the poisoning of rats to this program. For
this program the City and County appropriated $5000.00

The Health Officer advised the Board members of considerable overflowing
of sewer mains at Carolina Beach due to the excessive rain water going

into the sanitary sewers beyond the capacity of the lift pumps.
There being no further business, the meeting adjourned.
