02/12/1948 279 ( REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD FEBRUARY 12, 1948 \. Present: Mr. Addison Hewlett, Chairman, Dr. James H. Smith, Dr. W. Houston Moore and Mr. H. M. Roland. The minutes of the last meeting were read and approved. The Health Officer presented the monthly reports. The Health Officer explained to the Board members the feelings of the attorney handling the delinquent rat and proofing bills to the effect that apparently there had been aruoversight on the part of the Program Director in the case of the proofing of the Holmes pro- perty and, for that reason, he felt that we should accept a compromise settlement rather than go to court. It was then moved by Mr. Roland, seconded by Dr. Smith, that the Health Officer, Mr. Lassiter and Mr. Blanchard confer with the attorney and agree on a compromise settlementy Carried. The Health Officer explained to the Board members that all cows had been removed from the newly incorporated City limits with the exception of one cow which was owned by Mr. C. B. Morris. Mr. Morris,who original- ly had some six or seven cows,had already disposed of all of them except one and requested that, if;possible, the Board permit him to retain this one cow on the grounds that he needed the milk because of his health. After a brief discussion, it was moved by Dr. Smith, seconded by Mr. Roland, that no exception be made in any case and that the Health Officer be allowed to decide on the length of time given Mr. Morris to remove the cow from the City limits.
