The Health Officer read the letter from the City Attorney explaining
the Board of Health's position recarding any D",,"ediate 1J1andatory change-
over from properly functioning septic tanks into the City's spwer systel.
After a brief discussion of t.he l<erit '"'ysten's r''luirement that some
member of the Board cOl111tersign all Merit System papers involving salaries,
it was moved by Dr. Moore c-nd seconded bJ' I:r. Roland that Mr. Hewlett siEn
such papers for the Doard of Health. Carried.
The Health (;fficer explained to the Board memhers a written request from
lJr. Lounsbury that colored patients in the prenatal clinic be required to
give a pint of blood to the colored hospital's blood bank before they had
