The minutes of the last meeting were read and approved.
The Health Officer presented the monthly reports.
After a discussion of the Polio situation and with the feeling that some-
thing should be done about public gatherings before the disease became
epidemic, it was moved by Dr. Wessell, seconded by Dr. Moore, that all
children under sixteen years of age be barred from attending public gatherings
or crowds such as movies, Sunday schools, recreation centers, nurseries-summer
schools, picnics, birthday parties and all other such crowds. The motion in-
cluded the statement that violation of this regulation would be a violation
of the law and would be punishable at the discretion of the court. Motion carri-
ed.
The Board also recommended that property owners spray their garbage cans and
own premises with 5% DDT.
There being no further business, the meeting adjourned.

After the July meeting the question of whether or not the Soap Box Derby
could be run, provided the contestants were brought in and taken back in
relays by their Sponsors and, further provided that no children under sixteen
would be permitted to-attend. The Board members were contacted by telephone
asked for a ruling. Dr. J. C. Wessell voted against permitting the running
of the Derby. All other members voted to permit it to be run; provided, it
was conducted in strict accordance with the written regulations suggested by
the Soap Box Derby committee. (Attached is a written proposal under which the
Derby was to be run).

Another problem came up well after the July meeting and that was whether or
not out-door theatres should be included in the ban on children under sixteen
years of age attending public gatherings. It was first planned to leave this
problem for the Board meeting on August 12, but inasmuch as that meeting was
postponed the members were called individually for an expression as to whether
or not the Polio ban would a?ply to out-door theatres. Mr. Roland was out of
town, but all other members voted that the ban should apply to out-door theatres
as well as other public gatherings. (At least two members had a feeling that the
out-door theatres where children stayed in their own cars were somewhat different
. from other public gatherings, but at the same time they felt that no relaxation

, of the ban to any extent should be made at that time; therefore, they voted for
the ban to apply to out-door theatres as it does to other public gatherings and
crowds).
