09/14/1949 , 23 - .. REGULAR }!ONTHLY MEETING BOAlill OF HEALTH HELD IN OFFICE OF BOARD SEPTEMBER 14, 1949 Present: Mr. Addison Hewlett, Chainnan, Dr. J. C. Wessell, Dr. James H. Smith and Dr. J. C. Knox. The minutes of the last meeting were read and approved. The Health Ufficer presented the monthly reports. Mr. Hamilton, City Manager and the Councilmen, Messrs. Croom, Lewis, Shinn and Tucker, of Carolina BeaCh, appeared before the Board of Health to discuss sewer disposal problems on the low ground at the north end of the Town's sewer system. Mr. Hamilton explained briefly the survey of the low lands at the northern extension of Carolina Beach with respect to the use of septic tanks. ..-, After a general discussion of the sewer disposal problem, it was moved by Dr. Wessell, seconded by Dr. Smith,that the Town of Carolina Beach ap- point a committee to work with Mr. Lassiter and the Health Officer in working out a plan of filling in low lots so that they would meet proper perculation requirements,and then present such requirements for the consideration and approval of the Board of Health,with the agrec,ment that if the Board of Health approve such requirements the Town of Carolina Beach Councilmen would enact such requirements into law so that no building permits on this low ground could be issued until such lots involved pass the required perculation test. Carried. ... . After a brief discussion as to whether or not the use of Orangeburg or terra cotta in private sewer lines would be permitted, it was moved by Dr. Knox, seconded by Dr. Wessell, that on and after October 1, 1949, cast iron only would be permitted for private sewer lines.
