01/04/1950 r 31 ~ REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD JANUARY 4. 1950 Present: Mr. Addison Hewlett. Chairman; Mayor Royce S. McClelland. Dr. James H. Smith, Dr. J. C. Knox and Mr. H. M. Roland. and Dr.J. C. Wessell. The minutes of the last meeting were read and approved. The monthly reports were mailed to the Board members after the meeting. After the Health Officer explained to the Board members that while on May 10, 1945, it was ordered that all meat and meat products sold in New Hanover County be handled in an approved abattoir no specific wording of such an ordinance was drawn up at that time. It was then moved by Dr. Wessell, seconded by Mayor McClelland. that a specifically worded ordinance (see attached cop,y) be adopted. Carried. No official action was taken regarding the pbmbing in school build- ings except that it was suggested that such problem be worked our be- tween the Departments of Education and Health so as to come within the regulations. .. It shall be unlawful for rosy person, firm, or co rpo rat ion to sell, offer for sale, or have in possessien with intent to sell an;y meat or meat products from cattle, swine, sheep, or other animals that can be or that are ordinarily slaughtered in abattoirs and sold for or used as food for human consumption, unless such meat and/or meat preducts shall have been slaughtered, handled, and processed in an approved abattoir or processing plant, and trans:oorte~. in a manner a"?proved by the Health Officer. SECTIO~T II. All animals and/or parts of animals shall be properly identified by a stamp ~h0wing that such animal, or animals, have been slaughtered, handled, and/or ',,"Ccessed in an approved abattoir. l!~ats or meat uroducts, s1lch as sausage, liver pudding, chitterlings, etc., sl."ll be properly identified by the stamp of an approve0. abattoir either on t:'8 meat or meat products or on the package or container used by the abattoir ~01 packa~ing and distributinr said products. SECTIi'llT III. '~le handling and selling of meat and meat products from enclosures, trucks, 'Krons, or any other means of conveyance alone; the streets and hi$ways of the Cit:r of i1ilmington and Hew Hanover County, including all incoroorated towns in Few Hanover County, shall be prohibited unless ellid enclosures, .Grucks, wagons, or other means of conveyance conform to the laws, rules, 2nd regulations of New Hanover County and the State Board of Health governing the sanitation of meat markets and abattoirs. SECTION IV. ~othing in these regulations shall be construed to prohibit the sale of smoked. cured. salt and dried meats and/or meat products. SECT IOn V. The inspectors, officers, or agents of the Consolidated Board of Health are hereby empowered and authorized to enter any abattoir or meat market while in operation or at all reasonable hours, for the purpose of making any inspection. The same shall apply to any cart. wagon, truck, or any other means of convey- ance used to transport meat and/or meat products over the streets, sidewalks, or highways, when and where they may be found. It shall be the duty of persons in the management, or contrel of such, to afford free access to evary part of his building or vehicle and render all aid and assistance necessary to enable the inspector to make a full, thorough, and complete examination thereof. SECTION VI. Any person, firm or corporation, preparing and handling meat and/or meat products, or any other pe1'll0n, who shall wilfully, or maliciously obstruct, hinder, or interfere with any officer or agent of the Consolidated Board of Health in the proper discharge of his duty, or who shall wilfully an0. mali- ciously fail or neglect to comply with the abattoir and meat market retulations in New Hanover County, or who shall fail to comply with any of the provisions of said regulations, shall be guilty of a misdemeanor, and upon conviction fined and/or imprisoned at the discretion of the court.
