REGULAR MON'IHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
JULY 5, 1950
Present: Mr. Addison Hewlett, Chairman, Mr. Royce S. McClelland, Mayor,
Dr. J. C. Wessell, Dr. James H. Smith, Dr. J. C. Knox and Mr. H. M. Roland.
The reading of the minutes of the last meeting was omitted because of the
fact three interested persons were waiting to appear before the Board to
discuss whether or not the property owner as well as the occupant should be
taken to court in cases where houses had been condemned because of insanitary
conditions in defective plumbing.
Mr. Emmett Bellamy, Mr. W. E. Wessell, property owners, and Mr. Wm. F. Powell,
real estate agent, appeared before the Board to discuss their angle of the
toilet and plumbing situation in low rent houses. Mr. Bellamy discussed at
length the cost of plumbing, carpertering, etc. as compared to the relatively
samll net income from such property. After stating their side of this problem
they withdrew from the meeting leaving the matter entirely up to the members
of the Board.

It was moved by Dr. Wessell that in the future condemnation proceedings be-
cause of any insanitary conditions and defective plumbing the owner as well
as the occupant be taken to court. There was no second.

After a brief discussion of the Goodyear Plumbing Company connecting a garage
apartment on Wright Street into a building on the same premises facing South
13th Street, the Health Officer was directed to give Mr. Goodyear written
notice to correct the plumbing situation so that it would come within the Code
requirements; that is, to hook the garage apartment intomthe City sewer on Wright
Street, specifying that if this was not done within ten days the case would be
referred to the court.
There being no further business, the meeting adjourned.
