liEGULAR MONTHLY MbETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD

Present: Mr. Addison Hewlett, Chaiman; Mr. Royce S. McClelland, Mayor;
Dr. J. C. Knox, Dr. James H. Smith and Mr. H. M. Roland.
The minutes of the last meeting were read and approved.
The monthly reports were mailed to the Board members after the meeting.
Mr. B. H. Marshall, Mr. Leslie Boney, Jr., and Mr. Henry Von Oesen, represent-
ing the Wilmington Housing Authority, were present at this meeting. Also Mr.
R. M. Kermon and several plumbers were present representing the MaBter Plumbers
Associa tion.

Messrs. Marshall, Boney and Von Oesen requested that the Board permit them to
use 3" vertical and horizontal cast iron instead of 4" cast iron material. They
further requested that they be permitted to use terra cotta with poured G. K.
joints picking up each house sewer 5 feet from the buildings. The Housing
Authority group pointed out that a number of codes of national scope approved
the use of 3" instead of 4" cast iron material in the buildings and the use of
terra cotta with poured asphalt joints serving as laterals between the building
and the municipal system.

nepresentatives of the Plumbers Association made a number of comments stressing
the advantage of 4" over 3" material and also stressing that, in their opinion,
there was extremely little difference in the cost of the two sizes.
After the group retired, it was moved by Dr. Smith, seconded by ~myor McClelland,
that the Health Officer write five different sections or localities where there
are housing authorities and see whether they use 3" or 4", and also to get re-
ports from Camp Lejeune and Fort Bragg as to whether 3" or 4" cast iron was used
in permanent buildings at these camps. That motion carried.
It was also agreed for the Health vfficer to secure any available information
~s to the use of terra cotta with G. K. joint laterals instead of cast iron.
Mr. I<larshall, of the Housing Authority, requestell that the Board give them a
reply as early as possible.
The Health Officer relaid to the Board a request from Mr. Albert Axler that he
be permitted to operate an abattoir at the end of North Fourth Street. This re-
quest was declined.
The Board accepted with regret the resignation of Mrs. Adelaide Peiffer and re-
commended that she be put on retirement.

Present: Mr. Addison Hewlett, Chairman; Dr. J. C. Wessell, Dr. J. C.
Knox and Mr. H. M. Roland.
This meeting was called for the purpose of deciding whether or not to
grant permission to the Housing Authority of the City of Wilmington,
North Carolina, to install 3 inch cast iron vent and drain pipes in the
new housing project instead of the 4 inch cast iron pipes required by
the present plumbing code.
Also to be decided was whether or not permission would be given to use.
terra cotta laterals under certain conditions.
After much discussion and consideration from all angles, the Board agreed
not to change its present plumbing code.

The Board also agreed that on any sewer lines that might be constructed
in any of the alleys on this project, and that would be comparable to City
sewers, terra cotta would be permitted in main sewer lines ONLY, with all
connections from buildings to be cast iron to the terra cotta lines and the
terra cotta lines to be of not less than 6 inches.
There being no further business the meeting adjourned.
