02/14/1951 61 ,- RRGULAIl !I0N'lliLY r.IF.ETING BUARD OF m:ALTH HELD IN OrFI~:E OF BOARD FEBRUARY 14, 1051 '-- Present: Hr. Addison Hewlett, Chainnan; Dr. J. C. \fessell; Dr. James H. Smith; }Ir. Il. L. Roland and Dr. J. C. Enox. Due to the fact that two delegations appeared before the Board, the minutes of the Called meeting on January 29, 1951, were not read and approved. A delegation fronl Carolina Beach and Kure Beach headed by Mr. R. H. Hamilton, City }1anager of Carolina Beach, made two requests; one, that the plwnbine fees of the actual plwnbing work on Carolina Beach be split on a fifty-fifty basis or that they be permitted to appoint their own plwnbing inspector and collect all fees. Second, that they be granted representation on the Consoli- dated Board of Health. After much discussion and no agreement reached, Mr. Roland made the following motion; Resolved, that a meeting be held in the very near future and that the authorities of Carolina Beach, Wrightsville Beach and Kure Beach suhmit, in writing, their proposal concerning the disposition of plumbing fees and re- presentation on the Board of Health. ,"-" Hr. B. H. Marshall and Hr, Ames from the \1ilrnington Housing Authority ap- peared before the ~oard in the matter pertaining to plumbinc fees on the Housing Authority Jervay project. After much discussion of this matter and no agreement reached, it was moved by Dr. Swith, seconded by lIr. Roland, that a letter received from Hr. Boney, Architect, concerninc the liability of the Housing Authority and the plumbing contractor for the plumbing fees be turned over to the health department's attorney and that the matter be handled on a purely legal basis, as recommended by the department's attorney with the ad- vice of the City and Countjr Attorneys, if he wishes to confer with them. After the deler;ation left, Dr. Hessell presented a letter from Dr. Anplewhite of the State ~6ard of Health regarding Dr. C. B. Davis. Dr. Wessell recorrmend- ed that the Board take lil~ediate action with regard to the appointment of Dr. Davis.for a one year. period as health officer. After a hurried discussion, Dr. Smith moved, seconded by Mr. Roland, that further study of Dr. Davis' application (telephone call to Dr. ",Jessell) be made by the committee appointed at a previous meeting to select a health officer, and that action be taken by ~he whole Boara at a future meeting. Carried. Certain requests by the heads of the divisions in the denartment relative to the administration were asked for and granted; namely, that work pertaining to each division be. supervised and passed upon by the head of that division, with conferences of the division heads if necessary; furthermore, with the right of the division heads to seek advice from Board members. It was furthermore agreed that pl1.unbing was logically a part of general sanitation, therefore, coming under the direct supervision of Mr. L. 1. Lassiter, Sanitary Engineer. '- There being no further business, the meetinf adjourned.
