06/06/1951 7t . REGULAR MONTHLY MEETING BOARD OF HEALTH HELD IN OFFICE OF BOARD JUNE 6, 1951 ... Present: Mr. Addison Hewlett, Chairman; Mr. E. L. White, Mayor, Dr. J. C. Wessell, Dr. J. C. Knox and Dr. James H. Smith. The minutes of the last meeting were read and approved. The monthly reports were mailed to the Board members after the meeting. The plumbers, as instructed at the May meeting, were to report back to the Board, in writing, what changes they wished made in the proposed plumbing code. Nothing had been received from them. The Board granted the plumbers permission to have their requestd changes presented, in writing, at the next meeting. Dr. Davis, Health Officer, presented the matter of working five days per week with a skeleton force working on Saturdays. After a discussion of this matter, Dr. Wessell thought it a good idea. Motion was seconded by Dr. Wessell. Carried. ~ The Health Officer, explained to the Board that Mr. Robert Way, Plumber, was not doing his work in accordance with the code and asked if Mr. Way's license should be revoked. Dr. Wessell moved that Lr. Davis be instructed to carry out the law as setforth in the plumbing code regarding the revoking of plumbers' license. The motion was seconded by Dr. Smith. Carried. ~ A letter from the Attorney General was read in which he stated that no plumbing fees should be collected from the Housing Authority. After a discussion of this matter, }ayor White made the statement that he felt the Housing Authority should pay the plumbing fees. Dr. Wessell stated that Durham and Raleigh have the same ruling on collecting from the Housing Au~hority. It was brought out that Nesbitt Court and Taylor Homes paid no inspection fees. It was also brought out in the discussion that plumbing fees are collected from the schools and New Hanover County. It was explained that the City Attorney agrees with the Attorney General in that no fees should be collected. The County Attorney thinks that the fees are collectable inasmuch as inspection service is rendered by the healthcepartment.(Mr. Biddle, Plumbing Inspector, is inspecting all the plumbing at the Housing Authority Jervay Project). The plumbing fees from this project will amount to something over $2000.00 and the contract provides that all plumbing be done in accordance with the code of the Board of Health. Dr. Wessell suggested that Mayor White contact the City Attorney regarding the collect ing of plumbing fees from the Housing Authority. The matter of collecting plumbing fees from the Housing Authority was continued until the next meeting. ~ The health department budget for the fiscal year 1951-1952 was discussed. The first item discussed was the salary of $7200.00 for the Health Officer. On direct question from Dr. Wessell if this salary was satisfactory, Dr. Davis, Health Officer, stated that it was. .. . Following a general discussion of the budget, Mayor White suggested that the budget be reduced as much as pos8ible in order to meet the Merit System mandatory increases 72 and also grant salary increases to those employees not under the Merit System mandatory. It was moved by Dr. Wessell, seconded by Drr. Smith, that the budget be re- ferred to Dr. Davis, Health Ufficer, together with Miss Bolyn, Secretary, to try to revise it with a view to reducing it to as nearly as possible last year's budget; take care of the requested salary increases for those employees not under the Merit System mandatory; not to replace the two nurses resigning June 30, 1951, and not to take on the colored nurse now being paid by the Community Chest. Carried. On motion by Dr. Wessell, seconded by Dr. Knox, the Health Officer was in- structed to confer with Miss Bayley relative to the dropping of the three nurses from her staff. Carried.
