Present: Mr. Addison Hevrlett, Chairman; Mayor P;. L. vlhite, Dr. James H. Smith
and Dr. J. C. Wessell.
The minutes of the last meeting were read and approved.
A letter dated February 18, 1952, from Mr. Randy H. Hami Hon, City hanager of
Carolina Beach, addressed to the Health Officer was read to the Board members.
In this letter Mr. Hamilton requested permission to employ a person to do food
handling inspection and look after the collect<on of garbage at Carolina Beach
during the surruner months; said person to be 'maer City l~anaEer Hamilton's super-
vision and his salary to be paid by the Town of Carolina Beach. City Manager
hamilton's letter had been refern,d to the State board of Health, and a letter in
reply, from Dr. John H. Hamilton, As .istant State Health Off'icer, in which he out-
lined the ruling of the State Doarci of H,.alth, \'/i\S read to the Board.
Following a discussion of this matter; the Health Of,eicer was instructed to write
City ManaGer Hanlilton expressing the iloe.rd.' S ,^:,preciation ~or hj,s int"rest, explainine
wh"' the iloari( could not erant him this pemission and send him a copy of the letter
from Dr. John H. Hamilton.
The need for a food sanitarian to assist Hr. Haas ,,/as discussed. The Board was ad-
vised that the posHion was set up in our budget, but due to the fact that part of
the fun0.s for this salary had been used to increase the salar;]' of Mr. Haas, s)I~ficient
funl<s \fere not avaj,lable to emploJ' a full time sanitarian at this time. Dr. Smith
made the motion that the Health Of{'icer look for an assistant food sanitarian Hith the
idea of getting a permanent man to fill this vacancy. Motion seconded by Hr. White and
carried.
Item I, of a memorandum to the Board by Hr. Lassiter, Sanitar;]' Enein~er: The Board
decided to leave line six (6) in Section II of the plumbinG code as \fritten.
Item 2, of the memorandum to the board by Mr. Lassiter: on motion by Dr. Wessell,
seconded by Mr. White, it was moved that a drawing appear in the drawing section of
,the plumbinG code showing the proper method of connecting house trailers to seHer
systems or septic tanks, and that permission for connecting house trailers to any
sewer system be obtained from the health departl".ent before such connection is made.Carried
Item 3, of the memorandum to the Board by Mr. Lassiter: on motion by Mr. White, seconded
by Dr. Smith, Section 14 of the plumbing code was changed to read as follows: "The
lnspector shall promptly conderill and order the removal of any defective material or work,
and the presence of any wilfully hidden defects or any other wilful, persistant viola-
tion of the plumbine code shall be &lfPicient cause for the revocation of the pll~ber's
license, at the discretion of the Hoard of Health. All work must be left uncovered and
convenient for inspection until inspected and approved, when a certificate of approval
will be issued.1I Carried.
The case of Hr. Walter W. Carroll, on South 13th Street (near France Neck\fear Factory)
usine a can toilet was discussed. The Board was advised that the can toilet had been
replaced by a pit pri~T. The questjon of whether can toilets or pit privies are pro-
hibited where runninG water is available within the Cit", limits ,,/as discussed. The
Board was unanunous in its opinion that a pit privy in this particular location was
wrong and that a septic tank should be required; however, the law as no\'/ written does

not prohibit the use of pit privies within the City limits. On motion by
Dr. Wessell, seconded by Dr. Smith, Section 22 of the Laws Governing Health
and Sanitation in Wilmington and New lianover County Has amended by the ad-
dition of the following: "That within all incorporated towns in New Hanover
County Hhere running water is available, and Hhere sanitary SeNeI' is not
available, a septic tank sha11 be the only approved method of the dj,sposal
of sanitary seHer." Carried.

The revocation of the plumbinglicen3<of Mr. Robert O. Way Has discussed. In
view of Mr. Way's letter of Jul"' 27, 1951, to the Board of Health, and the
further fact that he has since been convicted in court for violation of the
plumbing code; Mr. White made the motion that Hr. Wa,"s case be referred to
the Board of Plumbing ExaPliners for their recommendation to the Board of
Health. Motion seconded by Dr. Wessell and carried.
Collection of garbaee at Wriehtsville Beach was discuflsed. Hr. White sUGeest-
ed that the Health Officer contact the ~Irightsville Beach officials regarding
this matter.
Mr. Lassiter, Sanitary ~ngineer, called to the Board's attention the condition
existing in Colonial Circle where th"re are approximately seventy (70) houses
Hith about forty (40) of them connected to the City sevrer and the other thirty
(30) using septic tanks. Mr. White HaS asked to check on the status of the City
ordinance requiring connections to City seHer to be made m.thin a period of two
years after the City sewer Has available.
